MACCALLUM: "He is trying to discourage them from moving overseas. Number one, you say that would pass along costs to consumers. Is that true?" 
PAYNE: "Sure. 35 percent. Most companies won’t or can’t absorb that sort of a cost. They would either stop making those particular products or try to pass some of it along to the consumer. I mean, listen, Donald Trump is following up a great success with the Carrier deal, which was mostly carrot, while saying 'I still have the stick in my quiver of potential options.'"
