Because their supreme leader, Donald Trump, did not allow them to — said that we will not pass the most historic bipartisan bill that has come forward in Congress for 10 years because they did not want Joe Biden, President Biden to have a win. They did not want him to have a political win. So President Biden has to use every lever that he can in the White House to do something about the border.. Look, Americans know, Democrats and Republicans understand that there is a crisis at the border and it has to get solved. But if Congress is not going to act, if Republicans in Congress are going to block progress on this, especially the most progress that we could’ve had over a decade, then President Biden is going to use every lever at his disposal and try to make some change. So this is a really important executive action last week. It’s something that has to take place. It' unfortunate that Congress will not act. Hopefully they still will. There is time to come to the table, and that is where we are."
