Rahm Emanuel: Health Officials Should Use the Word ‘Requirement’ Instead of the Word ‘Mandate’
‘You can call it a requirement’
EXCERPT:
EMANUEL: "Yeah, I would not use the word 'mandate'. If you’re going to look at the 40 percent of Americans that don’t have a vaccine — "
STEPHANOPOULOS: "It still is a mandate, though."
EMANUEL: "Right. No, you should call it a requirement. A requirement to participate in the rest of the economy that’s opening up. And if you — look, the first 60 percent you can do en masse. The last 40 percent you’ve got to do strategically based on different sectors of the population. I would not use the word 'mandate'. We're requiring this for X access to the economy. You have to think about people in that way.”
