BALL: “I mean that's what -- that is a very powerful and brutal sentence in that 'Washington Post' story. It’s that word impunity that I think is really important here. The president has internalized the idea that there aren’t consequences for really anything he could do. And That is part of what you hear, the angst about among Democrats, particularly Democrats in Congress who are trying to decide how to proceed with investigations and impeachment saying this is our job to reign in the president, to hold him accountable, to ensure he can’t act with impunity because nobody else has that power to act as a check, except perhaps the courts who have in many cases acted as a check on this presidency, who have repeatedly dealt adverse rulings to the president. But that’s what separation of power is for. It’s the only way you don’t have a president who can act with impunity."
