CARDIN: "First, the president has not been helpful. Every opportunity he has where you think you are moving forward, he changes his mind after he talks to someone else on his staff. So the president has not exercised the leadership that we need from the president of the United States. That’s why many of us believe when you start casting blame, President Trump should have been much more engaged and could have avoided the shutdown. So we think it is his shutdown."
