SHERMAN: "But, you know, the Soviets cheated and we didn’t blow up every agreement we had with them. You try to work it through. I think probably in retrospect, the Bush Administration would say perhaps they should have hung in there. The agreed framework probably didn’t have a long life, because the Republicans were against it from the very get-go. They thought we were paying off the North Koreans and we shouldn’t. But we shouldn’t dismiss negotiations diplomacy, but it should happen in a context of the kind of pressure put on by the U.N. Security Council resolution."
