IGNATIUS: "There’s a sense in Moscow and St. Petersburg both, where I was last week, of triumphalism, is the only word I can use. They see America down and Russia up. They are almost laughing at our troubles. They make jokes about statements from Senator McCain or other members of Congress saying that Russia has conducted attacks on our political system. I’ve never seen anything quite like it. A country that was really on the ropes feels 'Our time has returned' and sees our trouble as their success."
