CARDIN: “No, not at all. We don’t control the Congress. We don’t have the House or the Senate or the White House. Republicans should have passed the budget last October. We're talking about FY 17. A budget should have been passed October 2016. Democrats will not shut down government. Hopefully we will get this resolved. We should have had a budget well before now. And we are prepared to work with Republicans in order to fund government.”
