Biography

From a city cop to a national leader of homeland security networking operations, Morgan Wright is a recognized expert on international cyber security and US law enforcement. In addition to testifying before Congress on matters of cybersecurity, he has appeared numerous times in national TV, radio and print media as an expert on computer crime, cyberterrorism, computer intrusions and crime investigations.

Morgan spent the first 17 years of his career in state and local law enforcement as a highly decorated officer, state trooper and detective in Salina, KS. In 2000, he left for Washington, DC where he has spent the past 15 years leading investigations and creating solutions to prevent major cybersecurity attacks on behalf of the US departments of Justice, Defense and Homeland Security and of several private sector clients. He has served in global executive leadership positions for companies such as CISCO and Alcatel-Lucent; in senior consulting positions for BearingPoint and Unisys; and as an information security director for SAIC.

As the primary subject matter expert for the Terrorist Watch List Consolidation Project under the Department of Homeland Security, Morgan has worked closely with representatives from the Global Justice Information Sharing Initiative, SEARCH, The International Justice and Public Safety Network (Nlets), the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, the Drug Enforcement Administration, and state and local law enforcement. He has been recognized for his work creating overall strategy for how information and intelligence is shared between the federal, tribal, state, and local law enforcement agencies.

In addition to these “day-jobs,” in 2005, Morgan served as Senior Advisor for the US Department of State Anti-terrorism Assistance Program; in 2012, he served as the Senior Law Enforcement Advisor for the Republican National Convention, and for six years, he served on the Executive Board of the Integrated Justice Information Systems Institute. He is currently a fellow at the Center for Digital Government.

Morgan holds degrees in Human Resource Management and Computer Information Systems and currently resides in the Washington, DC area.
