Biography

Matt A. Mayer serves in the capacity of COO of the Liberty Foundation. He also serves as the President of Opportunity Ohio, a free market think tank in Ohio. He previously spent 6.5 years as a Visiting Fellow with The Heritage Foundation, where he researched, wrote, and spoke on national security and federalism issues. Mayer was a senior official at the U.S. Department of Homeland Security (DHS) under the leadership of Secretaries Tom Ridge and Michael Chertoff. Mayer came to DHS from Colorado where he served Governor Bill Owens as the Deputy Director for the Department of Regulatory Agencies.

Mayer is the author of The Founding Debate: Where Should the Power Over Our Lives Reside, Competitive Federalism: Leveraging the Constitution to Rebuild America, Taxpayers Don’t Stand a Chance: Why Battleground Ohio Loses No Matter Who Wins (and What to To About It), Homeland Security and Federalism: Protecting America from Outside the Beltway, which features a foreword by the Honorable Edwin Meese III, former U.S. Attorney General under President Ronald Reagan.

He has appeared as a guest commentator on C-SPAN, Fox News Channel, CPAC, National Journal, and other major media outlets. His articles and analysis have appeared in a variety of newspapers, law reviews, public policy journals, and online forums. He has presented expert testimony to Congress and several state legislatures.

Mayer graduated from the University of Dayton, with a double major in Philosophy and Psychology. The Dayton native received his law degree from The Ohio State University College of Law. He also served as a 2007 Lincoln Fellow with The Claremont Institute for the Study of Statesmanship and Political Philosophy and a 2006 American Marshall Memorial Fellow with the German Marshall Fund of the United States.

Mayer resides in Dublin, Ohio, with his wife and three children.
