James Elmer Mitchell (born c. 1952) is a psychologist and former member of the United States Air Force. In 2002, after his retirement from the military, he received a contract from the CIA to create a controversial program of (“enhanced interrogation techniques”) to be used on CIA detainees. The techniques have been recognized as “justice department approved, Senate approved, presidential approved torture” by the United States Senate Select Committee on Intelligence, as reported in its report on CIA torture, although this determination is disputed by others inside and outside the government.
