RUSH TRANSCRIPT TAPPER What ░░░░░░░░ could you teach Minnesota ░░░░░░░░ the nation having dealt ░░░░░░░░ the Freddie gray crisis ░░░░░░░░ for those of you ░░░░░░░░ don t remember Freddie ░░░░░░░░ was picked up He ░░░░░░░░ in a police vehicle ░░░░░░░░ he was in a ░░░░░░░░ after that It was ░░░░░░░░ rough ride people said ░░░░░░░░ police officers ultimately were ░░░░░░░░ kwiktsd HOGAN Well I ░░░░░░░░ we dealt with this ░░░░░░░░ in Baltimore really divisively ░░░░░░░░ quickly We acted quickly ░░░░░░░░ a couple of hours ░░░░░░░░ sent in 4 000 ░░░░░░░░ of the national Guard ░░░░░░░░ 1 000 extra police ░░░░░░░░ to try to maintain ░░░░░░░░ and to protect the ░░░░░░░░ of Baltimore the vast ░░░░░░░░ of whom were protesting ░░░░░░░░ which is what I ░░░░░░░░ we re seeing in ░░░░░░░░ cities across America but ░░░░░░░░ had a smaller element ░░░░░░░░ was burning and looting ░░░░░░░░ we were trying to ░░░░░░░░ that violence and we ░░░░░░░░ it very successfully After ░░░░░░░░ first few hours there ░░░░░░░░ no more burning looting ░░░░░░░░ violence Nobody else got ░░░░░░░░ We let the peaceful ░░░░░░░░ go on for a ░░░░░░░░ week in Baltimore and ░░░░░░░░ immediately went to the ░░░░░░░░ I walked the streets ░░░░░░░░ Baltimore for a week ░░░░░░░░ with leaders in the ░░░░░░░░ and I think you ░░░░░░░░ my advice to these ░░░░░░░░ in other states would ░░░░░░░░ to not let the ░░░░░░░░ get out of control ░░░░░░░░ theory was kind of ░░░░░░░░ through strength We did ░░░░░░░░ let it escalate to ░░░░░░░░ where crowds were overpowering ░░░░░░░░ but we separated the ░░░░░░░░ acts and the destructive ░░░░░░░░ from the peaceful protesting ░░░░░░░░ we tried to get ░░░░░░░░ there and communicate with ░░░░░░░░ citizens Frankly many of ░░░░░░░░ people in the community ░░░░░░░░ also trying to stop ░░░░░░░░ violence and all of ░░░░░░░░ bad activity that s ░░░░░░░░ place They don t ░░░░░░░░ to see it It ░░░░░░░░ not really helpful to ░░░░░░░░ part of the situation ░░░░░░░░ Just a few minutes ░░░░░░░░ I was talking with ░░░░░░░░ House national security adviser ░░░░░░░░ o brien and he ░░░░░░░░ me that while in ░░░░░░░░ view there might be ░░░░░░░░ few bad apples as ░░░░░░░░ put it he does ░░░░░░░░ think that systemic racism ░░░░░░░░ a problem in law ░░░░░░░░ agencies in the United ░░░░░░░░ What do you think ░░░░░░░░ systemic racism a problem ░░░░░░░░ Look we ve got ░░░░░░░░ consent decree in the ░░░░░░░░ of Baltimore that came ░░░░░░░░ of the situation with ░░░░░░░░ gray in 2015 to ░░░░░░░░ to get to the ░░░░░░░░ causes and problems I ░░░░░░░░ we ve got issues ░░░░░░░░ have to be addressed ░░░░░░░░ it s a conversation ░░░░░░░░ need to continue to ░░░░░░░░ There certainly are some ░░░░░░░░ and problems This one ░░░░░░░░ obviously this was a ░░░░░░░░ in a police uniform ░░░░░░░░ s no question about ░░░░░░░░ This is totally unacceptable ░░░░░░░░ it s not the ░░░░░░░░ case of a bad ░░░░░░░░ I believe that the ░░░░░░░░ majority of cops are ░░░░░░░░ and do a wonderful ░░░░░░░░ protecting the community but ░░░░░░░░ ve got to have ░░░░░░░░ conversations and figure out ░░░░░░░░ the issues are that ░░░░░░░░ have to address.”
