argument that Trump ░░░░░░░░ an aberration If you ░░░░░░░░ him you can then ░░░░░░░░ things back to normal ░░░░░░░░ your middle class economic ░░░░░░░░ in the way that ░░░░░░░░ ve become used to ░░░░░░░░ re now in a ░░░░░░░░ where Republican senators are ░░░░░░░░ what is known to ░░░░░░░░ Russian propaganda including propaganda ░░░░░░░░ you How do you ░░░░░░░░ that back to normal ░░░░░░░░ Well I don t ░░░░░░░░ grudges for real You ░░░░░░░░ watched me a long ░░░░░░░░ I think a lot ░░░░░░░░ Republicans in the Senate ░░░░░░░░ really under enormous pressure ░░░░░░░░ you have a Republican ░░░░░░░░ and that old joke ░░░░░░░░ ain t your father ░░░░░░░░ Republican Party saying that ░░░░░░░░ poll showing they think ░░░░░░░░ s better than Abraham ░░░░░░░░ you know something s ░░░░░░░░ And so I think ░░░░░░░░ s going to be ░░░░░░░░ lot of people who ░░░░░░░░ going to be prepared ░░░░░░░░ deal with things that ░░░░░░░░ know we should be ░░░░░░░░ about HARWOOD But to ░░░░░░░░ point about not your ░░░░░░░░ s Republican Party some ░░░░░░░░ the things on your ░░░░░░░░ and spending agenda are ░░░░░░░░ that Republicans blocked when ░░░░░░░░ were the vice president ░░░░░░░░ Trump BIDEN Yes I ░░░░░░░░ But now we ve ░░░░░░░░ Trump There s two ░░░░░░░░ people get inspired John ░░░░░░░░ get inspired by inspirational ░░░░░░░░ like John Kennedy and ░░░░░░░░ get inspired by very ░░░░░░░░ people bad presidents like ░░░░░░░░ Trump And what people ░░░░░░░░ now seen is that ░░░░░░░░ tax policy has been ░░░░░░░░ disaster for the middle ░░░░░░░░ disaster for them and ░░░░░░░░ there is plenty of ░░░░░░░░ to be able to ░░░░░░░░ things that make a ░░░░░░░░ of sense I have ░░░░░░░░ been at the view ░░░░░░░░ the tax policy is ░░░░░░░░ about punishing people It ░░░░░░░░ about giving everybody a ░░░░░░░░ giving everybody an equal ░░░░░░░░ And so when I ░░░░░░░░ for for example there ░░░░░░░░ overwhelming evidence now that ░░░░░░░░ idea that the capital ░░░░░░░░ tax is promoting growth ░░░░░░░░ just not the case ░░░░░░░░ should charge people the ░░░░░░░░ tax for their capital ░░░░░░░░ as their tax rate ░░░░░░░░ And I think we ░░░░░░░░ raise the tax rate ░░░░░░░░ to for example I ░░░░░░░░ it back to where ░░░░░░░░ was before it was ░░░░░░░░ It could go higher ░░░░░░░░ at 39 5 40 ░░░░░░░░ if you have that ░░░░░░░░ the capital gains that ░░░░░░░░ I brought along I passed I interviewed President ░░░░░░░░ and asked him if ░░░░░░░░ was concerned that we ░░░░░░░░ getting divided not just ░░░░░░░░ party and ideology but ░░░░░░░░ by race He said ░░░░░░░░ people are going to ░░░░░░░░ that the Affordable Care ░░░░░░░░ benefits white and black ░░░░░░░░ and that is a ░░░░░░░░ that s going to ░░░░░░░░ that divide It didn ░░░░░░░░ happen Do you think ░░░░░░░░ will be easier for ░░░░░░░░ to do that than ░░░░░░░░ was for him because ░░░░░░░░ re a white man ░░░░░░░░ No John I think ░░░░░░░░ did happen Look at ░░░░░░░░ 2018 election I went ░░░░░░░░ 24 States with over ░░░░░░░░ we ve done Whether ░░░░░░░░ s for example the ░░░░░░░░ that we re in ░░░░░░░░ position where there is ░░░░░░░░ minimum tax on corporations ░░░░░░░░ don t pay anything ░░░░░░░░ billions and educated more digitally ░░░░░░░░ cities are doing better ░░░░░░░░ incomes Places like Chickasaw ░░░░░░░░ here in Iowa are ░░░░░░░░ behind lesser levels of ░░░░░░░░ and more and more ░░░░░░░░ of cultural resentment which ░░░░░░░░ been to the benefit ░░░░░░░░ the Republican Party What ░░░░░░░░ you do about that ░░░░░░░░ Well that s also ░░░░░░░░ too The president has ░░░░░░░░ Trump said he s ░░░░░░░░ to take care of ░░░░░░░░ forgotten man He got ░░░░░░░░ and forgot them Look ░░░░░░░░ Chickasaw County out here ░░░░░░░░ Basically a conservative area ░░░░░░░░ the past but now ░░░░░░░░ of a sudden they ░░░░░░░░ realizing his foreign policy ░░░░░░░░ killing them killing them ░░░░░░░░ failure to invest in ░░░░░░░░ education is killing them ░░░░░░░░ able to bring teachers ░░░░░░░░ attitude ░░░░░░░░ going to be people ░░░░░░░░ with them Remember we ░░░░░░░░ by about 172 000 ░░░░░░░░ Okay So you don ░░░░░░░░ have to win back ░░░░░░░░ don t have to ░░░░░░░░ change anything But you ░░░░░░░░ farm issue ░░░░░░░░ Sure HARWOOD Farm exports ░░░░░░░░ been hurt by the ░░░░░░░░ war He s had ░░░░░░░░ to compensate If you ░░░░░░░░ president do those tariffs ░░░░░░░░ off on day one ░░░░░░░░ Those tariffs come off ░░░░░░░░ terms of farmers but ░░░░░░░░ tariffs may go on ░░░░░░░░ terms of the violation ░░░░░░░░ the stealing of intellectual ░░░░░░░░ violating WTO HARWOOD So ░░░░░░░░ all the people saying ░░░░░░░░ the tariffs are creating ░░░░░░░░ and harming the economy ░░░░░░░░ think some of them ░░░░░░░░ justified BIDEN Well for ░░░░░░░░ on steel dumping it ░░░░░░░░ justified It s justified ░░░░░░░░ excess of steel they ░░░░░░░░ it at a lower ░░░░░░░░ It is in fact ░░░░░░░░ to drive down our ░░░░░░░░ market and our steel ░░░░░░░░ But the idea of ░░░░░░░░ making the farmer pay ░░░░░░░░ what they ve worked ░░░░░░░░ hell to do provide ░░░░░░░░ have a market in ░░░░░░░░ makes no sense It ░░░░░░░░ not about the trade ░░░░░░░░ What it s about ░░░░░░░░ what they re doing ░░░░░░░░ to change world trade ░░░░░░░░ Look we make up ░░░░░░░░ of the world s ░░░░░░░░ When we were prepared ░░░░░░░░ bring our allies with ░░░░░░░░ China has to listen ░░░░░░░░ this time we have ░░░░░░░░ have labor and environmentalist ░░░░░░░░ the table at the ░░░░░░░░ And then what happens ░░░░░░░░ we can begin to ░░░░░░░░ again set the rules ░░░░░░░░ fair trade internationally HARWOOD ░░░░░░░░ the divide we re ░░░░░░░░ about Sanders and Warren ░░░░░░░░ made a case for ░░░░░░░░ the divide with large ░░░░░░░░ programs that everybody benefits ░░░░░░░░ Given how popular Medicare ░░░░░░░░ Social Security as universal ░░░░░░░░ are why are they ░░░░░░░░ BIDEN Well because they ░░░░░░░░ not being honest about ░░░░░░░░ much it will cost ░░░░░░░░ you take a look ░░░░░░░░ where the Democratic Party ░░░░░░░░ and where the American ░░░░░░░░ are they re not ░░░░░░░░ Medicare for All First ░░░░░░░░ all it s going ░░░░░░░░ take their own admission ░░░░░░░░ to 10 years for ░░░░░░░░ to happen number one ░░░░░░░░ s going to cost ░░░░░░░░ 30 trillion and 40 ░░░░░░░░ over 10 years It ░░░░░░░░ not realistic going to ░░░░░░░░ taxes on middle class ░░░░░░░░ It s the exact ░░░░░░░░ of the thing we ░░░░░░░░ to do I have ░░░░░░░░ really bold plan I ░░░░░░░░ taking what Obamacare adding ░░░░░░░░ public option to it ░░░░░░░░ Medicare for people who ░░░░░░░░ to buy into that ░░░░░░░░ if they re already ░░░░░░░░ for Medicaid they automatically ░░░░░░░░ enrolled I m further ░░░░░░░░ the plans that exist ░░░░░░░░ Obamacare so the largest ░░░░░░░░ you d have to ░░░░░░░░ for a copay would ░░░░░░░░ 1 000 in a ░░░░░░░░ plan and you re ░░░░░░░░ to keep your insurance ░░░░░░░░ you like it HARWOOD ░░░░░░░░ Pelosi says Medicare for ░░░░░░░░ is not an idea ░░░░░░░░ she s in favor ░░░░░░░░ You re saying it ░░░░░░░░ not a good idea ░░░░░░░░ if you could pass ░░░░░░░░ BIDEN Well I think ░░░░░░░░ s not a necessary ░░░░░░░░ Theoretically it makes sense ░░░░░░░░ the merits But the ░░░░░░░░ is there s no ░░░░░░░░ to get it done ░░░░░░░░ entire budget for one ░░░░░░░░ every single thing doesn ░░░░░░░░ add up to what ░░░░░░░░ would cost for Medicare ░░░░░░░░ one year It s ░░░░░░░░ whether or not we ░░░░░░░░ do something big that ░░░░░░░░ get done and benefit ░░░░░░░░ The one thing I ░░░░░░░░ t like about the ░░░░░░░░ for All there s ░░░░░░░░ 160 million people who ░░░░░░░░ negotiated and taking pay ░░░░░░░░ to get better insurance ░░░░░░░░ with their companies and ░░░░░░░░ like it HARWOOD Do ░░░░░░░░ think it is a ░░░░░░░░ economically politically even morally ░░░░░░░░ Democrats to be in ░░░░░░░░ position of offering lots ░░░░░░░░ free stuff BIDEN I ░░░░░░░░ there are important things ░░░░░░░░ have to offer for ░░░░░░░░ for people who need ░░░░░░░░ health care basic education ░░░░░░░░ needs that relate to ░░░░░░░░ they can live their ░░░░░░░░ I think for many ░░░░░░░░ that has to be ░░░░░░░░ Look he s just ░░░░░░░░ back on food stamps ░░░░░░░░ God s sake going ░░░░░░░░ Christmas HARWOOD Right But ░░░░░░░░ ve seen the objection ░░░░░░░░ say Oh those Democrats ░░░░░░░░ re just promising this ░░░░░░░░ that BIDEN You have ░░░░░░░░ right the market a ░░░░░░░░ bit here If you ░░░░░░░░ all of the tax ░░░░░░░░ essentially all the tax ░░░░░░░░ all of the benefits ░░░░░░░░ through the top one ░░░░░░░░ of 1 there s ░░░░░░░░ been as great a ░░░░░░░░ of wealth including going ░░░░░░░░ to the Great Depression ░░░░░░░░ One of the things ░░░░░░░░ worries me most about ░░░░░░░░ John is the middle ░░░░░░░░ is getting killed The ░░░░░░░░ class right now is ░░░░░░░░ a position where more ░░░░░░░░ half of them don ░░░░░░░░ think the children will ░░░░░░░░ have the same standard ░░░░░░░░ living they have HARWOOD ░░░░░░░░ this is where the ░░░░░░░░ and Warren wealth tax ░░░░░░░░ in It polls pretty ░░░░░░░░ Critics Republicans also some ░░░░░░░░ Democrats say two things ░░░░░░░░ it two objections One ░░░░░░░░ s not workable And ░░░░░░░░ it s punitive Do ░░░░░░░░ agree with both of ░░░░░░░░ objections BIDEN Parts of ░░░░░░░░ plan those objections apply ░░░░░░░░ here s the deal ░░░░░░░░ view is you have ░░░░░░░░ reform the entire tax ░░░░░░░░ not just have a ░░░░░░░░ tax on a single ░░░░░░░░ of people For example ░░░░░░░░ in fact we re ░░░░░░░░ to and I think ░░░░░░░░ can get it passed ░░░░░░░░ you pay on capital ░░░░░░░░ clipping coupons your money ░░░░░░░░ money the same rates ░░░░░░░░ pay in your regular ░░░░░░░░ If in fact you ░░░░░░░░ a thing called stepped ░░░░░░░░ basis which is not ░░░░░░░░ inheritance tax HARWOOD That ░░░░░░░░ one of the things ░░░░░░░░ you guys tried and ░░░░░░░░ t do under Obama ░░░░░░░░ No but we can ░░░░░░░░ Once the carny show ░░░░░░░░ through with the guy ░░░░░░░░ the pea in the ░░░░░░░░ three shells and there ░░░░░░░░ no pea under any ░░░░░░░░ the second time it ░░░░░░░░ around they figure it ░░░░░░░░ They know that there ░░░░░░░░ a number of things ░░░░░░░░ don t make any ░░░░░░░░ in the tax code ░░░░░░░░ the working class the ░░░░░░░░ class and benefit unduly ░░░░░░░░ who in fact don ░░░░░░░░ need those tax cuts ░░░░░░░░ here s the point ░░░░░░░░ It is a political ░░░░░░░░ that allows the demagogues ░░░░░░░░ go out and spread ░░░░░░░░ split the country in ░░░░░░░░ It s not just ░░░░░░░░ need a middle class ░░░░░░░░ s not just being ░░░░░░░░ It s taking away ░░░░░░░░ argument he s used ░░░░░░░░ well The reason why ░░░░░░░░ re not having your ░░░░░░░░ is not paying as ░░░░░░░░ because of all those ░░░░░░░░ The reason why is ░░░░░░░░ so on And we ░░░░░░░░ got to end it ░░░░░░░░ there s a way ░░░░░░░░ do it It s ░░░░░░░░ our wheelhouse to be ░░░░░░░░ to do it HARWOOD ░░░░░░░░ Secretary Mnuchin today said ░░░░░░░░ he opposed a financial ░░░░░░░░ tax which some in ░░░░░░░░ race of supported because ░░░░░░░░ would destroy financial markets ░░░░░░░░ that why you ve ░░░░░░░░ that idea BIDEN No ░░░░░░░░ still think we should ░░░░░░░░ that I think we ░░░░░░░░ have a financial transaction ░░░░░░░░ But I focused on ░░░░░░░░ I think I could ░░░░░░░░ done get done quickly ░░░░░░░░ pay for everything I ░░░░░░░░ talking about Because look ░░░░░░░░ president has increased with ░░░░░░░░ profligate tax cut to ░░░░░░░░ very wealthy the deficit ░░░░░░░░ 1 trillion 900 billion ░░░░░░░░ can t be sustained ░░░░░░░░ can t be sustained ░░░░░░░░ the argument I use ░░░░░░░░ he passed it though ░░░░░░░░ I was against it ░░░░░░░░ was asked to go ░░░░░░░░ the House and speak ░░░░░░░░ the steps of the ░░░░░░░░ and what I pointed ░░░░░░░░ was it s all ░░░░░░░░ to be able to ░░░░░░░░ doing away with the ░░░░░░░░ safety net The reason ░░░░░░░░ we have to cut ░░░░░░░░ safety net now is ░░░░░░░░ have this terrible deficit ░░░░░░░░ they controlled the Congress ░░░░░░░░ 18 what was the ░░░░░░░░ thing the budget committee ░░░░░░░░ They move to increase ░░░░░░░░ on Medicare by over ░░░░░░░░ billion HARWOOD But now ░░░░░░░░ s what some Democrats ░░░░░░░░ saying They re saying ░░░░░░░░ we ve seen that ░░░░░░░░ deficits don t matter ░░░░░░░░ that much Economically it ░░░░░░░░ actually helped Trump s ░░░░░░░░ in the short term ░░░░░░░░ all that would it ░░░░░░░░ okay with you to ░░░░░░░░ spending more than the ░░░░░░░░ you could raise taxes ░░░░░░░░ pay for it BIDEN ░░░░░░░░ depends on the circumstance ░░░░░░░░ find ourselves when we ░░░░░░░░ elected Look what we ░░░░░░░░ to do We in ░░░░░░░░ to be able to ░░░░░░░░ out of the financial ░░░░░░░░ which was the greatest ░░░░░░░░ sort of a depression ░░░░░░░░ American history the president ░░░░░░░░ me to chair the ░░░░░░░░ act which the ░░░░░░░░ There are circumstances where ░░░░░░░░ have to spend in ░░░░░░░░ to generate economic growth ░░░░░░░░ there has to be ░░░░░░░░ way that you can ░░░░░░░░ up to that Otherwise ░░░░░░░░ end up in a ░░░░░░░░ where you have to ░░░░░░░░ terrible terrible choices HARWOOD ░░░░░░░░ you still favor the ░░░░░░░░ budget amendment that you ░░░░░░░░ for in 1995 BIDEN ░░░░░░░░ because we re in ░░░░░░░░ different place now I ░░░░░░░░ it s not true ░░░░░░░░ we re likely to ░░░░░░░░ a recession at least ░░░░░░░░ significant economic slowdown That ░░░░░░░░ t make sense HARWOOD ░░░░░░░░ you
