[RUSH TRANSCRIPT EARNEST The ░░░░░░░░ is if the United ░░░░░░░░ Congress were to successfully ░░░░░░░░ this agreement it would ░░░░░░░░ a terrible impact on ░░░░░░░░ standing of the United ░░░░░░░░ in the world This ░░░░░░░░ an agreement not just ░░░░░░░░ the United States and ░░░░░░░░ This is an agreement ░░░░░░░░ the United States Russia ░░░░░░░░ Germany the U K ░░░░░░░░ France and Iran And ░░░░░░░░ is an agreement that ░░░░░░░░ enthusiastically supported by as ░░░░░░░░ president said 99 of ░░░░░░░░ international community And for ░░░░░░░░ United States because of ░░░░░░░░ congressional action to isolator ░░░░░░░░ on such an important ░░░░░░░░ would be devastating to ░░░░░░░░ standing in the world ░░░░░░░░ would also have some ░░░░░░░░ practical consequences The first ░░░░░░░░ that the reason our ░░░░░░░░ regime against Iran succeeded ░░░░░░░░ compelling them to the ░░░░░░░░ table is because of ░░░░░░░░ devastating impact on their ░░░░░░░░ There s a whole ░░░░░░░░ of other sanctions and ░░░░░░░░ placed on Iran The ░░░░░░░░ has been this aggressive ░░░░░░░░ by countries around the ░░░░░░░░ India Japan South Korea ░░░░░░░░ others that previously relied ░░░░░░░░ on the importation of ░░░░░░░░ oil And by scaling ░░░░░░░░ their oil purchases it ░░░░░░░░ a negative impact on ░░░░░░░░ s economy and on ░░░░░░░░ domestic economy of those ░░░░░░░░ countries So the point ░░░░░░░░ that the sanctions regime ░░░░░░░░ collapse The second is ░░░░░░░░ Iran would still obtain ░░░░░░░░ financial benefits of sanctions ░░░░░░░░ Something our critics have ░░░░░░░░ as a financial windfall ░░░░░░░░ is going to get ░░░░░░░░ that money and the ░░░░░░░░ States doesn t get ░░░░░░░░ for it Iran is ░░░░░░░░ a number of steps ░░░░░░░░ curtail their program They ░░░░░░░░ reduce their stock pile ░░░░░░░░ enriched uranium and remove ░░░░░░░░ 000 centrifuges and overhaul ░░░░░░░░ all but dismantle their ░░░░░░░░ reactor at Iraq And ░░░░░░░░ Iran has committed to ░░░░░░░░ with the most intrusive ░░░░░░░░ But if the U ░░░░░░░░ Congress votes to kill ░░░░░░░░ deal Iran will get ░░░░░░░░ the benefits of this ░░░░░░░░ without having to give ░░░░░░░░ anything and that s ░░░░░░░░ ultimately has to be ░░░░░░░░ fundamental question that members ░░░░░░░░ Congress have to ask ░░░░░░░░ because the fact is ░░░░░░░░ this point based on ░░░░░░░░ conclusion reached by 99 ░░░░░░░░ the international community Iran ░░░░░░░░ begin to receive sanctions ░░░░░░░░ after they ve taken ░░░░░░░░ steps to significantly curtail ░░░░░░░░ nuclear program and make ░░░░░░░░ public commitment they ll ░░░░░░░░ with a set of ░░░░░░░░ inspections that will verify ░░░░░░░░ do not obtain a ░░░░░░░░ weapon Or Congress can ░░░░░░░░ to allow Iran to ░░░░░░░░ off scot free and ░░░░░░░░ get all the sanctions ░░░░░░░░ That s the fundamental ░░░░░░░░ and this is the ░░░░░░░░ of the case And ░░░░░░░░ will be the case ░░░░░░░░ senior administration officials will ░░░░░░░░ making in open testimony ░░░░░░░░ Congress next week.”
