response and recovery effort ░░░░░░░░ has never been seen ░░░░░░░░ something like this This ░░░░░░░░ an island Surrounded by ░░░░░░░░ big water Ocean water ░░░░░░░░ are closely coordinated with ░░░░░░░░ territorial and local governments ░░░░░░░░ are totally unfortunately unable ░░░░░░░░ handle this catastrophic crisis ░░░░░░░░ their own Totally unable ░░░░░░░░ The police and truck ░░░░░░░░
