DICKERSON Let me ask ░░░░░░░░ about South Sudan Somalia ░░░░░░░░ and Yemen The U ░░░░░░░░ says this is the ░░░░░░░░ famine in 70 years ░░░░░░░░ 20 million people could ░░░░░░░░ The president has cut ░░░░░░░░ in his budget for ░░░░░░░░ aid and for humanitarian ░░░░░░░░ How is that possible ░░░░░░░░ the world is facing ░░░░░░░░ the greatest famine crisis ░░░░░░░░ 70 years Haley Well ░░░░░░░░ think what the president ░░░░░░░░ trying to do was ░░░░░░░░ in his budget that ░░░░░░░░ wants to build up ░░░░░░░░ military equipment again strengthen ░░░░░░░░ military so that we ░░░░░░░░ face the threats that ░░░░░░░░ happening around the world ░░░░░░░░ I think at the ░░░░░░░░ time he wants to ░░░░░░░░ value in the United ░░░░░░░░ and he wants to ░░░░░░░░ sure that no other ░░░░░░░░ are just taking us ░░░░░░░░ granted I have been ░░░░░░░░ constant talks with the ░░░░░░░░ general and members of ░░░░░░░░ United Nations about how ░░░░░░░░ need to see smarter ░░░░░░░░ and not just add ░░░░░░░░ to peacekeeping missions for ░░░░░░░░ sake of adding them ░░░░░░░░ actually look at how ░░░░░░░░ can be smarter in ░░░░░░░░ of how we re ░░░░░░░░ issues around the world ░░░░░░░░ of just being fatter ░░░░░░░░ what I have been ░░░░░░░░ surprised is we re ░░░░░░░░ a lot of cooperation ░░░░░░░░ is something that when ░░░░░░░░ look at those four ░░░░░░░░ we re extremely concerned ░░░░░░░░ it the United States ░░░░░░░░ always been the moral ░░░░░░░░ of the world We ░░░░░░░░ going to continue to ░░░░░░░░ our values and continue ░░░░░░░░ make sure we show ░░░░░░░░ not just in our ░░░░░░░░ but in our actions ░░░░░░░░ But wouldn t it ░░░░░░░░ Ambassador show it in ░░░░░░░░ actions by spending more ░░░░░░░░ the kind of aid ░░░░░░░░ would go to those ░░░░░░░░ where 20 million people ░░░░░░░░ at risk of dying ░░░░░░░░ a result of famine ░░░░░░░░ t the U S ░░░░░░░░ as moral leader to ░░░░░░░░ in and lead when ░░░░░░░░ re faced with this ░░░░░░░░ four crisis as the ░░░░░░░░ Food Organization claims it ░░░░░░░░ what other than rhetorically ░░░░░░░░ about peacekeeping is just ░░░░░░░░ separate matter What is ░░░░░░░░ U S doing to ░░░░░░░░ this moral position in ░░░░░░░░ face of this humanitarian ░░░░░░░░ Haley Well peacekeeping may ░░░░░░░░ a separate matter but ░░░░░░░░ s the largest part ░░░░░░░░ the United Nations budget ░░░░░░░░ understand that s an ░░░░░░░░ part And that s ░░░░░░░░ we re trying to ░░░░░░░░ so hard on that ░░░░░░░░ it comes to other ░░░░░░░░ we re just saying ░░░░░░░░ need to work smarter ░░░░░░░░ want to make sure ░░░░░░░░ when food goes to ░░░░░░░░ area it s actually ░░░░░░░░ to the people that ░░░░░░░░ it We want to ░░░░░░░░ sure that there is ░░░░░░░░ corruption on the ground ░░░░░░░░ want to make sure ░░░░░░░░ governments are allowing that ░░░░░░░░ go in So when ░░░░░░░░ talk about South Sudan ░░░░░░░░ have to talk about ░░░░░░░░ fact that its government ░░░░░░░░ not allowing us to ░░░░░░░░ aid into that area ░░░░░░░░ I know that the ░░░░░░░░ came out But we ░░░░░░░░ know there s many ░░░░░░░░ before Congress and the ░░░░░░░░ come together on what ░░░░░░░░ new budget should look ░░░░░░░░ DICKERSON Is there anything ░░░░░░░░ United States is doing ░░░░░░░░ to respond to this ░░░░░░░░ humanitarian crisis Haley Well ░░░░░░░░ re meeting on all ░░░░░░░░ these issues but more ░░░░░░░░ than that when it ░░░░░░░░ to South Sudan the ░░░░░░░░ I m having with ░░░░░░░░ counterparts is what are ░░░░░░░░ going to do to ░░░░░░░░ governments when they re ░░░░░░░░ allowing the aid to ░░░░░░░░ in We re seeing ░░░░░░░░ in Syria We re ░░░░░░░░ that in South Sudan ░░░░░░░░ have got to do ░░░░░░░░ than just slap the ░░░░░░░░ of the hand of ░░░░░░░░ government who is allowing ░░░░░░░░ people to die right ░░░░░░░░ front of their face ░░░░░░░░ have to go in ░░░░░░░░ and tell them you ░░░░░░░░ t be the hindrance ░░░░░░░░ what s keeping people ░░░░░░░░ getting food and medical ░░░░░░░░ DICKERSON All right Ambassador ░░░░░░░░ thanks so much for ░░░░░░░░ with us Haley Thank ░░░░░░░░ so much.
