RUSH TRANSCRIPT Shortly there ░░░░░░░░ will also allow all ░░░░░░░░ testify before member questioning ░░░░░░░░ chair now recognise Mr ░░░░░░░░ for five minutes Thank ░░░░░░░░ chairman goes our ranking ░░░░░░░░ stansbury and distinguished members ░░░░░░░░ the subcommittee Thank you ░░░░░░░░ this opportunity to testify ░░░░░░░░ morning My name is ░░░░░░░░ Loris and in the ░░░░░░░░ president of public policy ░░░░░░░░ see three solutions which ░░░░░░░░ for the conservative coalition ░░░░░░░░ climate solutions With my ░░░░░░░░ I d like to ░░░░░░░░ three brief points First ░░░░░░░░ importance of critical minerals ░░░░░░░░ the economy and the ░░░░░░░░ necessary to me Clean ░░░░░░░░ demands Second the adverse ░░░░░░░░ and social impacts from ░░░░░░░░ and processing critical minerals ░░░░░░░░ certain places abroad And ░░░░░░░░ exploring opportunities to capitalize ░░░░░░░░ domestic mineral abundance to ░░░░░░░░ the market and to ░░░░░░░░ dependence on foreign adversaries ░░░░░░░░ non fuel critical minerals ░░░░░░░░ essential for a quality ░░░░░░░░ life technological progress national ░░░░░░░░ and environmental ambitions Critical ░░░░░░░░ are the foundation that ░░░░░░░░ companies to build manufacture ░░░░░░░░ innovate and they are ░░░░░░░░ foundation for the products ░░░░░░░░ keep Americans and people ░░░░░░░░ the world safe healthy ░░░░░░░░ happy Critical minerals are ░░░░░░░░ necessary for renewable and ░░░░░░░░ energy technologies Most low ░░░░░░░░ and zero emissions technologies ░░░░░░░░ a moderate or high ░░░░░░░░ of at least two ░░░░░░░░ minerals and several sources ░░░░░░░░ wind batteries and hydrogen ░░░░░░░░ moderate to high needs ░░░░░░░░ four or more critical ░░░░░░░░ Significant increases in critical ░░░░░░░░ supplies will be necessary ░░░░░░░░ address climate change to ░░░░░░░░ the international energy agency ░░░░░░░░ net zero targets by ░░░░░░░░ fifty the agency estimates ░░░░░░░░ world will need forty ░░░░░░░░ million metric ton tons ░░░░░░░░ critical minerals a sixfold ░░░░░░░░ from 20 20 levels ░░░░░░░░ We need to take ░░░░░░░░ estimates with a large ░░░░░░░░ of humility but even ░░░░░░░░ much less ambitious scenarios ░░░░░░░░ is almost certain that ░░░░░░░░ critical mineral needs will ░░░░░░░░ substantial and to be ░░░░░░░░ the mass of critical ░░░░░░░░ are not by itself ░░░░░░░░ reason to be pessimistic ░░░░░░░░ the future of clean ░░░░░░░░ Instead policymakers must recognize ░░░░░░░░ importance of these minerals ░░░░░░░░ realities of future demand ░░░░░░░░ the challenges and opportunities ░░░░░░░░ lie ahead Secondly addressing ░░░░░░░░ human rights abuses of ░░░░░░░░ mineral development and processing ░░░░░░░░ certain countries will be ░░░░░░░░ for having socially just ░░░░░░░░ and clean energy and ░░░░░░░░ vehicles and for the ░░░░░░░░ use of modern technologies ░░░░░░░░ Democratic Republic of Congo ░░░░░░░░ nearly seventy five percent ░░░░░░░░ the world s cobalt ░░░░░░░░ the mining project This ░░░░░░░░ are appalling to say ░░░░░░░░ least Having visited of ░░░░░░░░ The practices Harvard follows ░░░░░░░░ darth car has extensively ░░░░░░░░ the horrors and abuses ░░░░░░░░ artisanal mining in the ░░░░░░░░ r see where tens ░░░░░░░░ thousands of child laborers ░░░░░░░░ digging the cobalt out ░░░░░░░░ hand while breathing in ░░░░░░░░ fumes and dust Chinese ░░░░░░░░ of most of these ░░░░░░░░ and Chinese dominance of ░░░░░░░░ vault refining exacerbate the ░░░░░░░░ chain concerns and and ░░░░░░░░ of China The human ░░░░░░░░ exploitation of the week ░░░░░░░░ minorities and other Muslim ░░░░░░░░ in the shin young ░░░░░░░░ of China has also ░░░░░░░░ well documented and is ░░░░░░░░ concerning A recent breakthrough ░░░░░░░░ report estimates that forty ░░░░░░░░ percent of the global ░░░░░░░░ great polysilicon production capacity ░░░░░░░░ in that region in ░░░░░░░░ you re 20 20 ░░░░░░░░ In addition to the ░░░░░░░░ human rights tragedies there ░░░░░░░░ also economic and environmental ░░░░░░░░ of overreliance on China ░░░░░░░░ minerals and processing Poor ░░░░░░░░ standards and weak enforcement ░░░░░░░░ China have resulted in ░░░░░░░░ groundwater and soil and ░░░░░░░░ levels of air Pollution ░░░░░░░░ the rare earth market ░░░░░░░░ diversifying worldwide to some ░░░░░░░░ which will reduce the ░░░░░░░░ on China promote more ░░░░░░░░ friendly ways to mine ░░░░░░░░ process rare earth which ░░░░░░░░ me to my third ░░░░░░░░ Congress must continue to ░░░░░░░░ with the private sector ░░░░░░░░ open opportunities to capitalize ░░░░░░░░ resource abundance diversify supply ░░░░░░░░ promote ethical minerals sourcing ░░░░░░░░ developed market alternatives for ░░░░░░░░ Modernizing permitting processes should ░░░░░░░░ America on par with ░░░░░░░░ like Canada and Australia ░░░░░░░░ unlock mineral deposits while ░░░░░░░░ rigorous environmental safeguards the ░░░░░░░░ the U s and ░░░░░░░░ developed countries extract their ░░░░░░░░ the fewer minerals we ░░░░░░░░ need to import from ░░░░░░░░ that have lax environmental ░░░░░░░░ and use morally unconscionable ░░░░░░░░ practices at a bare ░░░░░░░░ agencies should agency should ░░░░░░░░ an environmental review rather ░░░░░░░░ place a mining area ░░░░░░░░ limits before any such ░░░░░░░░ as even conducted further ░░░░░░░░ should continue to support ░░░░░░░░ and development for a ░░░░░░░░ minerals Recycling mining and ░░░░░░░░ innovations come aberration among ░░░░░░░░ labs research Universities in ░░░░░░░░ private sector could help ░░░░░░░░ breakthrough technologies improve efficiencies ░░░░░░░░ generate market viable alternatives ░░░░░░░░ any subsidy is Congress ░░░░░░░░ also maintain policy neutrality ░░░░░░░░ the extent that the ░░░░░░░░ provides any subsidies Technology ░░░░░░░░ will generate more efficient ░░░░░░░░ In conclusion rising prices ░░░░░░░░ middle come mineral commodities ░░░░░░░░ slow the deployment of ░░░░░░░░ energy technologies moving forward ░░░░░░░░ rising prices could be ░░░░░░░░ opportunity and should be ░░░░░░░░ signal for market stacked ░░░░░░░░ increase applies to develop ░░░░░░░░ to secure supply chains ░░░░░░░░ away from unethically source ░░░░░░░░ and reduce dependence on ░░░░░░░░ adversaries where environmental standards ░░░░░░░░ poor Congress can act ░░░░░░░░ removing the barriers that ░░░░░░░░ the private sector Four ░░░░░░░░ clean reliable energy choices ░░░░░░░░ lower prices Thank you ░░░░░░░░ I look forward to ░░░░░░░░ questions Thank you Mr ░░░░░░░░ We been joined by ░░░░░░░░ ranking member for the ░░░░░░░░ committee is now recognized ░░░░░░░░ he was chairman and ░░░░░░░░ that are too.
