Maryland Gov. Wes Moore on Tyre Nichols’ Death: ‘That Level of Barbarism Was Unforgettable’

RUSH TRANSCRIPT BLITZER In ░░░░░░░░ the state s new ░░░░░░░░ governor is laying out ░░░░░░░░ very ambitious agenda After ░░░░░░░░ years of Republican leadership ░░░░░░░░ west more the first ░░░░░░░░ American elected to Maryland ░░░░░░░░ job delivered his first ░░░░░░░░ of the state address ░░░░░░░░ Governor more is joining ░░░░░░░░ right now from annapolis ░░░░░░░░ Congratulations Thanks very much ░░░░░░░░ joining us I m ░░░░░░░░ to start with the ░░░░░░░░ of Terry Nichols in ░░░░░░░░ you have called an ░░░░░░░░ reminder of the reforms ░░░░░░░░ are necessary I know ░░░░░░░░ violent crime and police ░░░░░░░░ our critical parts of ░░░░░░░░ agenda What can governors ░░░░░░░░ at the state level ░░░░░░░░ make sure this sort ░░░░░░░░ senseless killing He never ░░░░░░░░ again MOORE Well I ░░░░░░░░ we have to remember ░░░░░░░░ we have to address ░░░░░░░░ when we re not ░░░░░░░░ to separate these two ░░░░░░░░ because the safety for ░░░░░░░░ community members is real ░░░░░░░░ we and we know ░░░░░░░░ means feeling safe from ░░░░░░░░ people from their communities ░░░░░░░░ might do them harm ░░░░░░░░ feeling safe from the ░░░░░░░░ who whose job it ░░░░░░░░ to protect them You ░░░░░░░░ what we saw with ░░░░░░░░ Terry Nichols was unforgivable ░░░░░░░░ matter who was doing ░░░░░░░░ but what truly made ░░░░░░░░ so unbelievably heartbreaking for ░░░░░░░░ and every one of ░░░░░░░░ was the fact that ░░░░░░░░ individuals who were guilty ░░░░░░░░ this their job per ░░░░░░░░ was to protect them ░░░░░░░░ so we have to ░░░░░░░░ sure that we re ░░░░░░░░ together real reforms True ░░░░░░░░ around making sure there ░░░░░░░░ accountability for the way ░░░░░░░░ policing is taking place ░░░░░░░░ the neighborhoods and also ░░░░░░░░ that all people and ░░░░░░░░ have a right to ░░░░░░░░ safe from threat no ░░░░░░░░ where those threats happened ░░░░░░░░ be coming from But ░░░░░░░░ two things must happen ░░░░░░░░ and that s exam ░░░░░░░░ are leading on in ░░░░░░░░ in Maryland BLITZER You ░░░░░░░░ governor that you fought ░░░░░░░░ tears while watching the ░░░░░░░░ of Terry Nichols killing ░░░░░░░░ you talk a little ░░░░░░░░ about what it was ░░░░░░░░ to actually see and ░░░░░░░░ that video MOORE That ░░░░░░░░ level of of barbarism ░░░░░░░░ was unforgettable And unforgivable ░░░░░░░░ you know what we ░░░░░░░░ in and I tell ░░░░░░░░ know fly I m ░░░░░░░░ I ve Been I ░░░░░░░░ been a governor for ░░░░░░░░ now only a few ░░░░░░░░ but I know when ░░░░░░░░ looked at that video ░░░░░░░░ mean just look at ░░░░░░░░ video as as Maryland ░░░░░░░░ governor and I mean ░░░░░░░░ look at that video ░░░░░░░░ the only African American ░░░░░░░░ in this country Look ░░░░░░░░ video is a human ░░░░░░░░ And the inhumanity that ░░░░░░░░ shown towards Mr nicholls ░░░░░░░░ day What s something ░░░░░░░░ I and none of ░░░░░░░░ should ever forget and ░░░░░░░░ I know that that ░░░░░░░░ this time and when ░░░░░░░░ think about the policies ░░░░░░░░ we have to push ░░░░░░░░ when we think about ░░░░░░░░ urgency that we have ░░░░░░░░ push these policies forward ░░░░░░░░ it needs to be ░░░░░░░░ in a context of ░░░░░░░░ what it is that ░░░░░░░░ saw and we saw ░░░░░░░░ brutality and a barbarism ░░░░░░░░ should never ever be ░░░░░░░░ When we re talking ░░░░░░░░ how quick we need ░░░░░░░░ move with the reforms ░░░░░░░░ are going to be ░░░░░░░░ BLITZER As you probably ░░░░░░░░ members of the Congressional ░░░░░░░░ Caucus method a with ░░░░░░░░ Biden over at the ░░░░░░░░ House Their issue was ░░░░░░░░ Police reform has the ░░░░░░░░ ministration governor and Democrats ░░░░░░░░ all for that matter ░░░░░░░░ to put us if ░░░░░░░░ should priority on police ░░░░░░░░ MOORE Why I look ░░░░░░░░ what s happened here ░░░░░░░░ the state of Maryland ░░░░░░░░ you know a few ░░░░░░░░ ago the marin legislature ░░░░░░░░ with that with the ░░░░░░░░ Also of our of ░░░░░░░░ speaker the house who ░░░░░░░░ happens to be the ░░░░░░░░ African American south America ░░░░░░░░ first woman to ever ░░░░░░░░ out role really lead ░░░░░░░░ a police reform package ░░░░░░░░ I think was a ░░░░░░░░ pack in a good ░░░░░░░░ that that that identified ░░░░░░░░ need for things like ░░░░░░░░ cameras and body cameras ░░░░░░░░ the need for the ░░░░░░░░ of records when an ░░░░░░░░ gets moved from one ░░░░░░░░ to another jurisdiction But ░░░░░░░░ thing we continue to ░░░░░░░░ is more still continues ░░░░░░░░ be tinted There s ░░░░░░░░ need that we still ░░░░░░░░ to address and that ░░░░░░░░ things like how we ░░░░░░░░ about guidance for measurements ░░░░░░░░ police stops How are ░░░░░░░░ thinking about guidance when ░░░░░░░░ comes to both the ░░░░░░░░ of officers where recruiting ░░░░░░░░ officers from and also ░░░░░░░░ same time making sure ░░░░░░░░ s court measurements of ░░░░░░░░ And So there s ░░░░░░░░ lot That s been ░░░░░░░░ and we ve seen ░░░░░░░░ work here in the ░░░░░░░░ of Maryland but I ░░░░░░░░ what we continue to ░░░░░░░░ within our neighborhoods is ░░░░░░░░ more needs to be ░░░░░░░░ in conjunction and in ░░░░░░░░ with our police force ░░░░░░░░ with police officers but ░░░░░░░░ still needs to be ░░░░░░░░ to make sure there ░░░░░░░░ real measurements of accountability ░░░░░░░░ that for people in ░░░░░░░░ communities that they do ░░░░░░░░ safe BLITZER As you ░░░░░░░░ present imbibed This call ░░░░░░░░ a bridge to the ░░░░░░░░ generation of leaders Do ░░░░░░░░ think you should run ░░░░░░░░ Reelection MOORE I think ░░░░░░░░ should run for reelection ░░░░░░░░ and I look forward ░░░░░░░░ supporting them I think ░░░░░░░░ just this past week ░░░░░░░░ welcome the president here ░░░░░░░░ here to Baltimore where ░░░░░░░░ announced a partnership That ░░░░░░░░ going to be a ░░░░░░░░ six billion dollar partnership ░░░░░░░░ to do construction on ░░░░░░░░ Frederick Douglass tunnel which ░░░░░░░░ going to not just ░░░░░░░░ increase measurements of of ░░░░░░░░ speed rail Within that ░░░░░░░░ re going to have ░░░░░░░░ the the Baltimore region ░░░░░░░░ across the state of ░░░░░░░░ It s going to ░░░░░░░░ environmentally friendly rail And ░░░░░░░░ friendly travel and also ░░░░░░░░ s going to create ░░░░░░░░ thousand jobs 20 thousand ░░░░░░░░ jobs alone and we ░░░░░░░░ talking about good strong ░░░░░░░░ jobs And so I ░░░░░░░░ excited about the partnership ░░░░░░░░ we ve that we ░░░░░░░░ got developed and contained ░░░░░░░░ with the bite administration ░░░░░░░░ m looking forward to ░░░░░░░░ fact that that in ░░░░░░░░ They know they have ░░░░░░░░ very real partner This ░░░░░░░░ going to be Maryland ░░░░░░░░ decade and our ability ░░░░░░░░ focus on work and ░░░░░░░░ and wealth our ability ░░░░░░░░ continue what we re ░░░░░░░░ around education transportation That ░░░░░░░░ all being done in ░░░░░░░░ with the bite administration ░░░░░░░░ I look forward to ░░░░░░░░ partnership to continue BLITZER ░░░░░░░░ your inaugural address governor ░░░░░░░░ said Maryland there s ░░░░░░░░ have to choose be ░░░░░░░░ competitive economy an active ░░░░░░░░ one how will you ░░░░░░░░ that into practice with ░░░░░░░░ re democratic majorities in ░░░░░░░░ general assembly MOORE Das ░░░░░░░░ am proud of the ░░░░░░░░ that when we talk ░░░░░░░░ governing we address the ░░░░░░░░ that we ve been ░░░░░░░░ false choices that that ░░░░░░░░ say you you have ░░░░░░░░ choose between a competitive ░░░░░░░░ or an inequitable one ░░░░░░░░ do not and if ░░░░░░░░ look at our budget ░░░░░░░░ way that we presented ░░░░░░░░ budget we actually have ░░░░░░░░ more towards public education ░░░░░░░░ public school funding than ░░░░░░░░ governor in the history ░░░░░░░░ of the state of ░░░░░░░░ and we still maintain ░░░░░░░░ 10 percent in the ░░░░░░░░ day fund For for ░░░░░░░░ about how we can ░░░░░░░░ for any type of ░░░░░░░░ downturn They could happen ░░░░░░░░ what happened with within ░░░░░░░░ future that we say ░░░░░░░░ make historic investments in ░░░░░░░░ transportation assets that we ░░░░░░░░ going to need and ░░░░░░░░ the same time we ░░░░░░░░ tax cuts because we ░░░░░░░░ tag cuts for children ░░░░░░░░ poverty and also for ░░░░░░░░ and making sure that ░░░░░░░░ is the best place ░░░░░░░░ this country for our ░░░░░░░░ veterans to be able ░░░░░░░░ retire and so we ░░░░░░░░ not making a choice ░░░░░░░░ and Maryland is not ░░░░░░░░ to be a farm ░░░░░░░░ for other states We ░░░░░░░░ going to be bold ░░░░░░░░ are going to be ░░░░░░░░ but we know that ░░░░░░░░ ambitious does not mean ░░░░░░░░ reckless and Maryland is ░░░░░░░░ to lead the way ░░░░░░░░ order for us to ░░░░░░░░ what exactly that looks ░░░░░░░░ in practice BLITZER Maryland
