RUSH TRANSCRIPT President Zelenskyy ░░░░░░░░ virtually addressed the world ░░░░░░░░ in Brussels this morning ░░░░░░░░ did not urge the ░░░░░░░░ to form a no ░░░░░░░░ zone Let s talk ░░░░░░░░ this now with William ░░░░░░░░ He didn t push ░░░░░░░░ NATO membership He was ░░░░░░░░ for security guarantees What ░░░░░░░░ that mean I think ░░░░░░░░ is a very important ░░░░░░░░ He has president Zelenskyy ░░░░░░░░ to secure his country ░░░░░░░░ some security guarantees assurances ░░░░░░░░ more than just assurances ░░░░░░░░ wants some way to ░░░░░░░░ sure that his people ░░░░░░░░ going to live in ░░░░░░░░ He thought that was ░░░░░░░░ to be NATO He ░░░░░░░░ NATO would defend him ░░░░░░░░ he gets into NATO ░░░░░░░░ would be as secure ░░░░░░░░ the lithuanians or the ░░░░░░░░ And it turns out ░░░░░░░░ he s recognized that ░░░░░░░░ not going to happen ░░░░░░░░ soon But he still ░░░░░░░░ that And now he ░░░░░░░░ looking for other kinds ░░░░░░░░ security guarantees It might ░░░░░░░░ associated with or part ░░░░░░░░ this whole question of ░░░░░░░░ If he can put ░░░░░░░░ president Putin with the ░░░░░░░░ of the United States ░░░░░░░░ Germany and France and ░░░░░░░░ an idea that he ░░░░░░░░ say okay I m ░░░░░░░░ going to I m ░░░░░░░░ to secure my people ░░░░░░░░ not with NATO membership ░░░░░░░░ with another treaty an ░░░░░░░░ treaty that parliaments would ░░░░░░░░ would ratify that would ░░░░░░░░ that if attacked then ░░░░░░░░ is what Zelenskyy needs ░░░░░░░░ attacked Ukraine could count ░░░░░░░░ the active support the ░░░░░░░░ support from other guarantors ░░░░░░░░ Russians or the Americans ░░░░░░░░ the Germans or the ░░░░░░░░ and the brits Others ░░░░░░░░ that s what he ░░░░░░░░ looking for Why do ░░░░░░░░ think Putin would be ░░░░░░░░ board with that First ░░░░░░░░ all Putin will only ░░░░░░░░ on board with negotiations ░░░░░░░░ this assumes when he ░░░░░░░░ recognizes that he s ░░░░░░░░ winning on the battlefield ░░░░░░░░ s not able to ░░░░░░░░ Kyiv He s not ░░░░░░░░ people his soldiers are ░░░░░░░░ they are out of ░░░░░░░░ out of food And ░░░░░░░░ he s looking for ░░░░░░░░ to get out of ░░░░░░░░ mess that he s ░░░░░░░░ himself into economically militarily ░░░░░░░░ he s looking for ░░░░░░░░ way out then it ░░░░░░░░ to your question what ░░░░░░░░ he get If he ░░░░░░░░ neutrality Ukraine s neutrality ░░░░░░░░ could say to the ░░░░░░░░ people I got what ░░░░░░░░ was after I wanted ░░░░░░░░ be sure that Ukraine ░░░░░░░░ joined NATO and now ░░░░░░░░ got a neutral he ░░░░░░░░ spin that He could ░░░░░░░░ that case to the ░░░░░░░░ You re describing a ░░░░░░░░ treaty process right of ░░░░░░░░ nations leading nations sitting ░░░░░░░░ together and hammering out ░░░░░░░░ sort of deal That ░░░░░░░░ a huge undertaking It ░░░░░░░░ a huge undertaking It ░░░░░░░░ be a major shift ░░░░░░░░ pivot this is a ░░░░░░░░ We re at a ░░░░░░░░ point Now we re ░░░░░░░░ about where do we ░░░░░░░░ to This would be ░░░░░░░░ way to guarantee assure ░░░░░░░░ security across all of ░░░░░░░░ broader than just the ░░░░░░░░ nations It would include ░░░░░░░░ Is this in your ░░░░░░░░ what this requires this ░░░░░░░░ is a shifting or ░░░░░░░░ revision of the world ░░░░░░░░ the post World War ░░░░░░░░ order I think in ░░░░░░░░ yes I think this ░░░░░░░░ a shift in how ░░░░░░░░ think about European security ░░░░░░░░ thought about European security ░░░░░░░░ the most successful alliance ░░░░░░░░ in history And that ░░░░░░░░ this new order would ░░░░░░░░ continue There is no ░░░░░░░░ why NATO would not ░░░░░░░░ to do what it ░░░░░░░░ done It has defended ░░░░░░░░ members Now we re ░░░░░░░░ what else should happen ░░░░░░░░ is clearly NATO has ░░░░░░░░ been able to deter ░░░░░░░░ from invading Ukraine What ░░░░░░░░ an order what is ░░░░░░░░ security arrangement that would ░░░░░░░░ Ukraine and moldova and ░░░░░░░░ but really Ukraine going ░░░░░░░░ as a secure country ░░░░░░░░ to live in Europe ░░░░░░░░ doing what it is ░░░░░░░░ to do Going to ░░░░░░░░ very interesting to see ░░░░░░░░ Russia responded to his ░░░░░░░░ Clearly they were part ░░░░░░░░ the audience very much ░░░░░░░░ are not there they ░░░░░░░░ part of the audience ░░░░░░░░ to what Zelenskyy said ░░░░░░░░ thank you so much ░░░░░░░░ being with us Thank ░░░░░░░░
