Manchin: ‘I’m Willing to Go to Reconciliation’ to Make Tax Code Fair

time at the White ░░░░░░░░ Democrats and Republicans talking ░░░░░░░░ a deal but obviously ░░░░░░░░ s been a lot ░░░░░░░░ back and forth since ░░░░░░░░ So give me the ░░░░░░░░ line Is there a ░░░░░░░░ here that can get ░░░░░░░░ votes in the Senate ░░░░░░░░ that Joe Biden will ░░░░░░░░ MANCHIN I sure believe ░░░░░░░░ is Jon But before ░░░░░░░░ say anything about that ░░░░░░░░ want to say that ░░░░░░░░ all of us in ░░░░░░░░ Virginia our hearts go ░░░░░░░░ to all of the ░░░░░░░░ of the families in ░░░░░░░░ for this horrendous horrendous ░░░░░░░░ I want them to ░░░░░░░░ that our prayers are ░░░░░░░░ them and we re ░░░░░░░░ about each and every ░░░░░░░░ of them So God ░░░░░░░░ And let me just ░░░░░░░░ this on the deal ░░░░░░░░ Jon this is the ░░░░░░░░ infrastructure package in the ░░░░░░░░ of the United States ░░░░░░░░ America And President Biden ░░░░░░░░ s no doubt in ░░░░░░░░ mind never has been ░░░░░░░░ doubt in my mind ░░░░░░░░ he is anxious for ░░░░░░░░ bill to pass and ░░░░░░░░ him to sign it ░░░░░░░░ I look forward to ░░░░░░░░ there when he does ░░░░░░░░ can tell you there ░░░░░░░░ so much good being ░░░░░░░░ And I would hope ░░░░░░░░ all my colleagues will ░░░░░░░░ at it in the ░░░░░░░░ positive light They have ░░░░░░░░ chance now to review ░░░░░░░░ It s got more ░░░░░░░░ there for clean infrastructure ░░░░░░░░ technology clean energy technology ░░░░░░░░ ever before more money ░░░░░░░░ bridges and roads since ░░░░░░░░ interstate system was built ░░░░░░░░ getting rid of our ░░░░░░░░ pipes It s connecting ░░░░░░░░ broadband all over the ░░░░░░░░ and especially in rural ░░░░░░░░ in rural West Virginia ░░░░░░░░ much good in this ░░░░░░░░ KARL But help me ░░░░░░░░ where Democrats exactly are ░░░░░░░░ this because we heard ░░░░░░░░ Biden announce a deal ░░░░░░░░ we heard him say ░░░░░░░░ he would only sign ░░░░░░░░ if the Congress also ░░░░░░░░ a much bigger infrastructure ░░░░░░░░ the one that Bernie ░░░░░░░░ is working on that ░░░░░░░░ wants both in tandem ░░░░░░░░ he has walked that ░░░░░░░░ But Nancy Pelosi has ░░░░░░░░ that she s not ░░░░░░░░ going to bring up ░░░░░░░░ bipartisan bill unless this ░░░░░░░░ Bernie Sanders s bill ░░░░░░░░ gets passed by the ░░░░░░░░ And listen to what ░░░░░░░░ Elizabeth Warren described her ░░░░░░░░ of what s going ░░░░░░░░ here Clip stats WARREN ░░░░░░░░ can t vote for ░░░░░░░░ small subset that you ░░░░░░░░ the infrastructure train leaves ░░░░░░░░ station and child care ░░░░░░░░ left on the platform ░░░░░░░░ energy gets left on ░░░░░░░░ platform billionaires don t ░░░░░░░░ to pay gets left ░░░░░░░░ the platform It s ░░░░░░░░ all of the pieces ░░░░░░░░ to move because ultimately ░░░░░░░░ s one deal KARL ░░░░░░░░ s one deal that ░░░░░░░░ the way Elizabeth Warren ░░░░░░░░ it It seems that ░░░░░░░░ the way Nancy Pelosi ░░░░░░░░ it So what is ░░░░░░░░ on here Are you ░░░░░░░░ progressives are going to ░░░░░░░░ your bipartisan bill if ░░░░░░░░ don t get a ░░░░░░░░ on something bigger also ░░░░░░░░ MANCHIN Well Jon I ░░░░░░░░ hope so I hope ░░░░░░░░ just look at the ░░░░░░░░ We have two tracks ░░░░░░░░ that s exactly what ░░░░░░░░ believe is going to ░░░░░░░░ And we ve worked ░░░░░░░░ the one track We ░░░░░░░░ going to work on ░░░░░░░░ second track There s ░░░░░░░░ awful lot of need ░░░░░░░░ everything they talked about ░░░░░░░░ something that we need ░░░░░░░░ I didn t vote ░░░░░░░░ the 2017 tax cuts ░░░░░░░░ President Trump I thought ░░░░░░░░ were weighted too much ░░░░░░░░ the high end if ░░░░░░░░ will I think we ░░░░░░░░ to make some adjustments ░░░░░░░░ I m willing to ░░░░░░░░ forward to make those ░░░░░░░░ I ve been very ░░░░░░░░ about that But we ░░░░░░░░ Jon have to take ░░░░░░░░ account where we are ░░░░░░░░ this country what our ░░░░░░░░ structure is We re ░░░░░░░░ 5 trillion we cannot ░░░░░░░░ to add on things ░░░░░░░░ we can t pay ░░░░░░░░ I ve always said ░░░░░░░░ we re writing checks ░░░░░░░░ kids can t ever ░░░░░░░░ And this is going ░░░░░░░░ put a heck of ░░░░░░░░ burden on the next ░░░░░░░░ So we have to ░░░░░░░░ cognizant of that But ░░░░░░░░ s a lot of ░░░░░░░░ out there whether it ░░░░░░░░ child tax credits whether ░░░░░░░░ be helping those kids ░░░░░░░░ a start in life ░░░░░░░░ it be fixing a ░░░░░░░░ of the human infrastructure ░░░░░░░░ has fallen by the ░░░░░░░░ of helping middle class ░░░░░░░░ working people have a ░░░░░░░░ to get ahead and ░░░░░░░░ the American dream I ░░░░░░░░ all for that To ░░░░░░░░ degree we ll see ░░░░░░░░ we re able to ░░░░░░░░ for KARL So you ░░░░░░░░ what Bernie Sanders is ░░░░░░░░ on he s talking ░░░░░░░░ a bill that s ░░░░░░░░ trillion I know that ░░░░░░░░ a little rich for ░░░░░░░░ terms of what you ░░░░░░░░ But what is your ░░░░░░░░ line How much more ░░░░░░░░ you want As you ░░░░░░░░ said on top of ░░░░░░░░ the bill that you ░░░░░░░░ negotiating with Republicans would ░░░░░░░░ the biggest infrastructure bill ░░░░░░░░ the history of the ░░░░░░░░ States How much more ░░░░░░░░ you willing to add ░░░░░░░░ top of that MANCHIN ░░░░░░░░ when you look at ░░░░░░░░ Jon we paid for ░░░░░░░░ this This is not ░░░░░░░░ to be added to ░░░░░░░░ The infrastructure bill that ░░░░░░░░ ve done in the ░░░░░░░░ way has pay fors ░░░░░░░░ ve used money that ░░░░░░░░ ve had We ve ░░░░░░░░ money that we haven ░░░░░░░░ used yet to make ░░░░░░░░ that it was used ░░░░░░░░ the most productive way ░░░░░░░░ think we ve all ░░░░░░░░ a good job And ░░░░░░░░ s what we have ░░░░░░░░ look for when we ░░░░░░░░ the next the next ░░░░░░░░ of legislation I understand ░░░░░░░░ concerns I understand the ░░░░░░░░ of everybody in my ░░░░░░░░ and also on the ░░░░░░░░ caucus I know we ░░░░░░░░ work together Look what ░░░░░░░░ ve done Look what ░░░░░░░░ Biden has accomplished in ░░░░░░░░ months I ve never ░░░░░░░░ this type of accomplishment ░░░░░░░░ modern history from a ░░░░░░░░ coming in the American ░░░░░░░░ Plan 1 9 trillion ░░░░░░░░ then we do bipartisan ░░░░░░░░ on top of that ░░░░░░░░ Hate Crimes Bill that ░░░░░░░░ did 94 to 1 ░░░░░░░░ just did the competition ░░░░░░░░ China bill in a ░░░░░░░░ bipartisan way KARL But ░░░░░░░░ The Endless Frontier KARL ░░░░░░░░ what is MANCHIN So ░░░░░░░░ good things Jon we ░░░░░░░░ do We can work ░░░░░░░░ out KARL But what ░░░░░░░░ your bottom line The ░░░░░░░░ is this is over ░░░░░░░░ trillion MANCHIN The bottom ░░░░░░░░ KARL Bernie Sanders wants ░░░░░░░░ more trillion MANCHIN Here ░░░░░░░░ KARL What what do ░░░░░░░░ how far are you ░░░░░░░░ to go MANCHIN Well ░░░░░░░░ me just say this ░░░░░░░░ Right now I never ░░░░░░░░ that the net corporate ░░░░░░░░ should have been 21 ░░░░░░░░ I always felt that ░░░░░░░░ was very fair and ░░░░░░░░ So I m willing ░░░░░░░░ go to 25 I ░░░░░░░░ that basically capital gains ░░░░░░░░ be at 28 percent ░░░░░░░░ at 21 There s ░░░░░░░░ that we can make ░░░░░░░░ still keeps us competitive ░░░░░░░░ m not going to ░░░░░░░░ supportive in voting for ░░░░░░░░ that does not meet ░░░░░░░░ us competitive We re ░░░░░░░░ a global economy I ░░░░░░░░ to make sure that ░░░░░░░░ re the leader of ░░░░░░░░ free world that we ░░░░░░░░ still compete that we ░░░░░░░░ still manufacture and create ░░░░░░░░ jobs and pay good ░░░░░░░░ with benefits That s ░░░░░░░░ I want to make ░░░░░░░░ happens Now let s ░░░░░░░░ when we do all ░░░░░░░░ and make the adjustments ░░░░░░░░ much money do we ░░░░░░░░ This is how you ░░░░░░░░ your household It s ░░░░░░░░ I run my household ░░░░░░░░ small businesses or large ░░░░░░░░ How much can we ░░░░░░░░ and how much return ░░░░░░░░ we get on that ░░░░░░░░ I want to make ░░░░░░░░ we pay for it ░░░░░░░░ do not want to ░░░░░░░░ more debt on So ░░░░░░░░ that s 1 trillion ░░░░░░░░ 1 5 trillion or ░░░░░░░░ trillion whatever that comes ░░░░░░░░ to be over a ░░░░░░░░ year period that s ░░░░░░░░ I would be voting ░░░░░░░░ KARL Well I think ░░░░░░░░ s some real questions ░░░░░░░░ whether or not this ░░░░░░░░ is truly is truly ░░░░░░░░ for But let me ░░░░░░░░ you about the bigger ░░░░░░░░ ph indecipherable You get ░░░░░░░░ MANCHIN It should be ░░░░░░░░ KARL You get hammered ░░░░░░░░ the time MANCHIN It ░░░░░░░░ be KARL by fellow ░░░░░░░░ especially progressives who say ░░░░░░░░ are constantly drawing redlines ░░░░░░░░ what you ll support ░░░░░░░░ creating limits on how ░░░░░░░░ Democrats will be able ░░░░░░░░ go now that you ░░░░░░░░ all the House the ░░░░░░░░ and the White House ░░░░░░░░ do you say to ░░░░░░░░ that say why don ░░░░░░░░ you draw some redlines ░░░░░░░░ Republicans Why don t ░░░░░░░░ say unless they come ░░░░░░░░ and agree to the ░░░░░░░░ you just talked about ░░░░░░░░ up the corporate tax ░░░░░░░░ again some of the ░░░░░░░░ issues maybe voting rights ░░░░░░░░ of the other issues ░░░░░░░░ Republicans are blocking why ░░░░░░░░ t you draw a ░░░░░░░░ and say look if ░░░░░░░░ guys don t move ░░░░░░░░ this I m going ░░░░░░░░ go and endorse doing ░░░░░░░░ with the filibuster I ░░░░░░░░ that s your leverage ░░░░░░░░ Well Jon first of ░░░░░░░░ KARL You are the ░░░░░░░░ with the leverage MANCHIN ░░░░░░░░ of all you well ░░░░░░░░ I don t wish ░░░░░░░░ on anybody Jon I ░░░░░░░░ not voted any differently ░░░░░░░░ I voted for 10 ░░░░░░░░ I ve always been ░░░░░░░░ moderate very centrist I ░░░░░░░░ people I m fiscally ░░░░░░░░ and socially compassionate And ░░░░░░░░ want to find that ░░░░░░░░ And I think there ░░░░░░░░ always a middle to ░░░░░░░░ It s the way ░░░░░░░░ live my life it ░░░░░░░░ the way I ve ░░░░░░░░ been in public life ░░░░░░░░ I m not changing ░░░░░░░░ m sorry that this ░░░░░░░░ 50 worked out and ░░░░░░░░ were unhappy with it ░░░░░░░░ it is what it ░░░░░░░░ And if they think ░░░░░░░░ I m going to ░░░░░░░░ and be something that ░░░░░░░░ m not I won ░░░░░░░░ And I ve been ░░░░░░░░ clear I m willing ░░░░░░░░ meet everybody halfway If ░░░░░░░░ don t want to ░░░░░░░░ adjustments to a tax ░░░░░░░░ which I think is ░░░░░░░░ and unfair then I ░░░░░░░░ willing to go reconciliation ░░░░░░░░ s how you re ░░░░░░░░ to do it But ░░░░░░░░ they think in reconciliation ░░░░░░░░ m going to throw ░░░░░░░░ to the wind and ░░░░░░░░ to 5 trillion or ░░░░░░░░ trillion when we can ░░░░░░░░ afford 1 trillion or ░░░░░░░░ 5 trillion or maybe ░░░░░░░░ trillion and what we ░░░░░░░░ pay for then I ░░░░░░░░ t be there I ░░░░░░░░ very very openly ph ░░░░░░░░ I think we can ░░░░░░░░ our priorities We can ░░░░░░░░ a lot of people ░░░░░░░░ lift them up But ░░░░░░░░ have to get up ░░░░░░░░ make an effort too ░░░░░░░░ all have to be ░░░░░░░░ for the same greater ░░░░░░░░ that we live in
