De Blasio Good morning ░░░░░░░░ We have a lot ░░░░░░░░ go over today Chancellor ░░░░░░░░ is here and we ░░░░░░░░ going to be making ░░░░░░░░ important announcement related to ░░░░░░░░ But first let me ░░░░░░░░ to the report that ░░░░░░░░ out this morning from ░░░░░░░░ Department of Investigation a ░░░░░░░░ very important report looking ░░░░░░░░ on the protests in ░░░░░░░░ and June It is ░░░░░░░░ clear blunt clear objective ░░░░░░░░ an honest report I ░░░░░░░░ to state my full ░░░░░░░░ for the conclusions and ░░░░░░░░ recommendations in this report ░░░░░░░░ want to thank Commissioner ░░░░░░░░ Garnett and the whole ░░░░░░░░ at the Department of ░░░░░░░░ We needed objective unsparing ░░░░░░░░ at what happened in ░░░░░░░░ and June We needed ░░░░░░░░ understand what went right ░░░░░░░░ went wrong what needs ░░░░░░░░ be different what needs ░░░░░░░░ be better I certainly ░░░░░░░░ full responsibility for the ░░░░░░░░ that are raised in ░░░░░░░░ report and the changes ░░░░░░░░ we have to make ░░░░░░░░ I asked for an ░░░░░░░░ review I ve gotten ░░░░░░░░ independent review and I ░░░░░░░░ that review and its ░░░░░░░░ We ve got a ░░░░░░░░ of work to do ░░░░░░░░ am confident we can ░░░░░░░░ that work We will ░░░░░░░░ the recommendations in the ░░░░░░░░ of Investigation report but ░░░░░░░░ re going to go ░░░░░░░░ than that The work ░░░░░░░░ reforming the NYPD of ░░░░░░░░ neighborhood policing of changing ░░░░░░░░ culture that work must ░░░░░░░░ and it will in ░░░░░░░░ year 2021 A lot ░░░░░░░░ already being planned that ░░░░░░░░ be unveiled in the ░░░░░░░░ weeks But the bottom ░░░░░░░░ is we can never ░░░░░░░░ a broken status quo ░░░░░░░░ can never go back ░░░░░░░░ a past that didn ░░░░░░░░ work Covid the Covid ░░░░░░░░ has taught us that ░░░░░░░░ clearly And we need ░░░░░░░░ do better and we ░░░░░░░░ and that means a ░░░░░░░░ to fighting disparities and ░░░░░░░░ in every part of ░░░░░░░░ life of New York ░░░░░░░░ And that certainly takes ░░░░░░░░ to education where if ░░░░░░░░ re talking about the ░░░░░░░░ of disparity if you ░░░░░░░░ talking about structural racism ░░░░░░░░ policing is not the ░░░░░░░░ area to talk about ░░░░░░░░ are many areas to ░░░░░░░░ about and education must ░░░░░░░░ front and center There ░░░░░░░░ been so much that ░░░░░░░░ to be addressed in ░░░░░░░░ in New York City ░░░░░░░░ from the beginning what ░░░░░░░░ tried to focus on ░░░░░░░░ a very simple concept ░░░░░░░░ and excellence that we ░░░░░░░░ to profoundly change the ░░░░░░░░ of resources I like ░░░░░░░░ say very bluntly our ░░░░░░░░ is to redistribute wealth ░░░░░░░░ lot of people bristle ░░░░░░░░ that phrase that is ░░░░░░░░ fact the phrase we ░░░░░░░░ to use We have ░░░░░░░░ doing this work for ░░░░░░░░ years to more equitably ░░░░░░░░ resources throughout our school ░░░░░░░░ That means Pre K ░░░░░░░░ All 3 K for ░░░░░░░░ Advanced Placement courses in ░░░░░░░░ high school including those ░░░░░░░░ never had a single ░░░░░░░░ It means changing school ░░░░░░░░ formulas There are so ░░░░░░░░ things that we ve ░░░░░░░░ to do to profoundly ░░░░░░░░ the equation community schools ░░░░░░░░ on schools that needed ░░░░░░░░ help the most in ░░░░░░░░ that had not been ░░░░░░░░ in That work will ░░░░░░░░ this year for sure ░░░░░░░░ hardest of all school ░░░░░░░░ But starting in September ░░░░░░░░ Chancellor and I announced ░░░░░░░░ 2021 Student Achievement Plan ░░░░░░░░ is going to focus ░░░░░░░░ closing the Covid achievement ░░░░░░░░ and ensuring that there ░░░░░░░░ fairness for our kids ░░░░░░░░ for them but with ░░░░░░░░ special focus on the ░░░░░░░░ neighborhoods most deeply affected ░░░░░░░░ Covid And those are ░░░░░░░░ communities Latino communities Asian ░░░░░░░░ that bore the brunt ░░░░░░░░ this work has been ░░░░░░░░ on in a lot ░░░░░░░░ different ways over the ░░░░░░░░ seven years It has ░░░░░░░░ intensify now given all ░░░░░░░░ lessons we ve learned ░░░░░░░░ this most painful of ░░░░░░░░ As we look beyond ░░░░░░░░ year we understand that ░░░░░░░░ are many many tools ░░░░░░░░ things we can do ░░░░░░░░ and it s time ░░░░░░░░ start using every tool ░░░░░░░░ our disposal to address ░░░░░░░░ and to improve the ░░░░░░░░ of all children And ░░░░░░░░ two things go together ░░░░░░░░ inequality stopping disparity and ░░░░░░░░ education for all that ░░░░░░░░ one continuous mission So ░░░░░░░░ we re announcing changes ░░░░░░░░ our high school and ░░░░░░░░ school admissions policies And ░░░░░░░░ think these changes will ░░░░░░░░ justice and fairness but ░░░░░░░░ ll also make the ░░░░░░░░ simpler and fairer particularly ░░░░░░░░ what we re dealing ░░░░░░░░ this year and all ░░░░░░░░ results of the Coronavirus ░░░░░░░░ have changed the way ░░░░░░░░ have to do things ░░░░░░░░ beginning right away and ░░░░░░░░ will be for the ░░░░░░░░ 22 school year but ░░░░░░░░ admissions process obviously will ░░░░░░░░ starting now for middle ░░░░░░░░ there ll be a ░░░░░░░░ year pause for screens ░░░░░░░░ screened schools for those ░░░░░░░░ used in screened schools ░░░░░░░░ criteria will be put ░░░░░░░░ pause for next academic ░░░░░░░░ and for the admissions ░░░░░░░░ happening now For high ░░░░░░░░ we will eliminate geographic ░░░░░░░░ over the next two ░░░░░░░░ thus giving a much ░░░░░░░░ swath of the city ░░░░░░░░ opportunity to experience some ░░░░░░░░ our great high schools ░░░░░░░░ will also be expanding ░░░░░░░░ planning to all 32 ░░░░░░░░ districts in New York ░░░░░░░░ that will happen over ░░░░░░░░ next four years Right ░░░░░░░░ we re going to ░░░░░░░░ five more districts going ░░░░░░░░ that effort The districts ░░░░░░░░ have done that work ░░░░░░░░ seen extraordinary results District ░░░░░░░░ and District 1 in ░░░░░░░░ District 15 in Brooklyn ░░░░░░░░ district where I started ░░░░░░░░ as a community school ░░░░░░░░ member have had tremendous ░░░░░░░░ with diversity programs with ░░░░░░░░ to make schools better ░░░░░░░░ everyone and more inclusive ░░░░░░░░ everyone And they ve ░░░░░░░░ it can work for ░░░░░░░░ So you re going ░░░░░░░░ see a lot more ░░░░░░░░ that starting now and ░░░░░░░░ the next year and ░░░░░░░░ years ahead Here to ░░░░░░░░ you a sense of ░░░░░░░░ this will all come ░░░░░░░░ our Chancellor Richard Carranza.”
