GABBARD In our country ░░░░░░░░ are fundamental freedoms and ░░░░░░░░ that are enshrined in ░░░░░░░░ Constitution guaranteed to every ░░░░░░░░ American among which are ░░░░░░░░ right to privacy and ░░░░░░░░ of our civil liberties ░░░░░░░░ Fourth Amendment of the ░░░░░░░░ very specifically prohibits unreasonable ░░░░░░░░ and seizures without a ░░░░░░░░ based on probable cause ░░░░░░░░ over the last two ░░░░░░░░ in part because of ░░░░░░░░ revealed by Edward Snowden ░░░░░░░░ now know that there ░░░░░░░░ been ongoing breaches of ░░░░░░░░ civil liberties through programs ░░░░░░░░ were instituted through the ░░░░░░░░ Act and the FISA ░░░░░░░░ Act which basically allowed ░░░░░░░░ within our government to ░░░░░░░░ mass illegal surveillance on ░░░░░░░░ without a warrant or ░░░░░░░░ cause For example Section ░░░░░░░░ of the Patriot Act ░░░░░░░░ been used for years ░░░░░░░░ the NSA to collect ░░░░░░░░ phone records of millions ░░░░░░░░ law abiding Americans again ░░░░░░░░ any kind of probable ░░░░░░░░ FISA Amendments Act did ░░░░░░░░ similar but it allowed ░░░░░░░░ collection mass collection of ░░░░░░░░ emails The intelligence community ░░░░░░░░ not been transparent or ░░░░░░░░ with the American people ░░░░░░░░ even Congress about what ░░░░░░░░ ve been doing Some ░░░░░░░░ you may know when ░░░░░░░░ Clapper who was the ░░░░░░░░ Director of National Intelligence ░░░░░░░░ asked by the U ░░░░░░░░ Senate in an open ░░░░░░░░ about whether or not ░░░░░░░░ government was conducting this ░░░░░░░░ surveillance this mass collection ░░░░░░░░ information on everyday Americans ░░░░░░░░ lied under oath and ░░░░░░░░ no So to address ░░░░░░░░ issues my friend and ░░░░░░░░ Congressman Tom Massie and ░░░░░░░░ introduced legislation called the ░░░░░░░░ Our Civil Liberties Act ░░░░░░░░ make sure that Congress ░░░░░░░░ examines how best to ░░░░░░░░ this balance of protecting ░░░░░░░░ national security interests while ░░░░░░░░ ensuring that the constitutional ░░░░░░░░ of every single American ░░░░░░░░ preserved So here s ░░░░░░░░ basic summary of what ░░░░░░░░ legislation would do Number ░░░░░░░░ it would repeal the ░░░░░░░░ Act again which included ░░░░░░░░ provisions allowing for the ░░░░░░░░ collection of telephone metadata ░░░░░░░░ everyday Americans Number two ░░░░░░░░ the FISA Amendments Act ░░░░░░░░ contain those provisions allowing ░░░░░░░░ mass collection of our ░░░░░░░░ Three it would make ░░░░░░░░ against federal national security ░░░░░░░░ illegal people like Edward ░░░░░░░░ and it would make ░░░░░░░░ that those who engage ░░░░░░░░ this kind of retaliation ░░░░░░░░ be terminated Four it ░░░░░░░░ ensure that any collection ░░░░░░░░ information again on an ░░░░░░░░ must be based on ░░░░░░░░ warrant with probable cause ░░░░░░░░ it would prohibit these ░░░░░░░░ mandated quote unquote backdoors ░░░░░░░░ being built into electronic ░░░░░░░░ or software that would ░░░░░░░░ the government to bypass ░░░░░░░░ and other privacy technology ░░░░░░░░ into those systems Number ░░░░░░░░ it would mandate that ░░░░░░░░ government accountability office the ░░░░░░░░ would regularly monitor domestic ░░░░░░░░ programs for compliance with ░░░░░░░░ law This would happen ░░░░░░░░ an annual basis Protection ░░░░░░░░ our civil liberties is ░░░░░░░░ Join us in making ░░░░░░░░ that our constitutional rights ░░░░░░░░ upheld Call your member ░░░░░░░░ Congress and ask them ░░░░░░░░ co sponsor H R ░░░░░░░░ today.”
