BUTTIGIEG The Supreme Court ░░░░░░░░ me it s not ░░░░░░░░ much a question of ░░░░░░░░ know have we figured ░░░░░░░░ today in 2019 the ░░░░░░░░ right model but I ░░░░░░░░ the debate must begin ░░░░░░░░ it s not a ░░░░░░░░ over how to make ░░░░░░░░ Court more progressive Obviously ░░░░░░░░ would like to see ░░░░░░░░ court that is in ░░░░░░░░ with my values so ░░░░░░░░ everybody else The question ░░░░░░░░ me is how do ░░░░░░░░ arrest the decline in ░░░░░░░░ perception of the Court ░░░░░░░░ being viewed as a ░░░░░░░░ political institution And I ░░░░░░░░ that we need to ░░░░░░░░ structural reforms by the ░░░░░░░░ many of which would ░░░░░░░░ require constitutional change only ░░░░░░░░ But entertain reforms that ░░░░░░░░ deal with that One ░░░░░░░░ people have talked about ░░░░░░░░ justices that is one ░░░░░░░░ to address it Some ░░░░░░░░ have talked about rotating ░░░░░░░░ having everybody rotate up ░░░░░░░░ down from the appellate ░░░░░░░░ The flavor of the ░░░░░░░░ I find the most ░░░░░░░░ that s proposed I ░░░░░░░░ in the Yale Law ░░░░░░░░ would put forward a ░░░░░░░░ where you have 15 ░░░░░░░░ five appointed by Democratic ░░░░░░░░ five by Republican and ░░░░░░░░ the other five can ░░░░░░░░ be seated and they ░░░░░░░░ have to come from ░░░░░░░░ appellate bench they can ░░░░░░░░ be seated by unanimous ░░░░░░░░ of the other 10 ░░░░░░░░ it just takes the ░░░░░░░░ out of it a ░░░░░░░░ bit because we can ░░░░░░░░ go on like this ░░░░░░░░ every time there s ░░░░░░░░ vacancy there s these ░░░░░░░░ being played and then ░░░░░░░░ apocalyptic ideological battle over ░░░░░░░░ the appointee is going ░░░░░░░░ be And if we ░░░░░░░░ to save that institution ░░░░░░░░ think we have to ░░░░░░░░ ready to tune it ░░░░░░░░ as well.”
