SPICER: "I think, as I’ve mentioned before, one of the things the president has insured is that the commanders have the flexibility to do what they need to fulfill the mission. The president is obviously as commander-in-chief made aware and signs off on all of those missions. But at the end of the day, it’s going to be up to the generals to execute their mission to make sure that we continue to defeat ISIS and protect the nation."
