McCain: ‘In the Broadest Context’ Russian Hacking ‘Was an Act of War’

McCAIN: "I think that in the broadest context, it was an act of war, but you respond differently to different acts of war. Espionage is an act of war but you don’t go to war over it. You don’t go into conflict. So it fits the definition of an act of war. It doesn’t mean that all of a sudden you start shooting."
