Despite terror attacks around the world in recent days, President Obama has informed Congress that he intends to transfer 17 or 18 of the 59 remaining detainees at Guantanamo Bay.

Obama came to office vowing to close the detention facility, but he has run into legal hurdles and congressional opposition.

On "America's News HQ" today, Rep. Adam Kinzinger (R-IL) said he believes that Obama's goal is to lower the number of detainees in the hope that Congress will eventually close the facility for cost-cutting reasons.
