When you see somebody like Secretary Americans who refuses to use the tools that he has, and then he currently blames it on Congress. Look, if he was using all of those tools, such as repatriating people to other countries, that would accept them that we have agreements with, if he would use every single one of his tools, then he could come back and point the finger at at Congress, but he's not using those tools. And until you exhaust all of those things, and until you show that those don't work, you can't point the finger and he has to be held responsible.”
