Sec. Carter: Ten Yemeni Prisoners Transferred from Gitmo to Oman

‘We completed the transfer of 10 Yemenis, roughly 10 percent, that is, of the remaining Gitmo population’

"Not everyone in Gitmo can be safely transferred to another country. So we do need an alternative. I therefore frame for the president the proposal to establish an alternative location. That plan will propose bringing those detainees in appropriate, secure location in the United States. Congress has indicated a willingness to accept such a proposal and as we work with Congress on the way forward, we will continue to transfer Guantanamo detainees to other countries, when and as we have mitigated any security risks to the United States.

Just last night, after a deliberate and careful review, we've completed a transfer of ten Yemenis, roughly ten percent of the remaining Gitmo population, to the Government of Oman. That brings the population to 93. Like any transfer that came before this, decision to transfer these detainees have been only after a through review by me and other senior security officials of our government.

As we work diligently to close this chapter of our history, we will continue to -- and I believe in this strongly, strongly  -- value and support the professionalism and the dignity of the men and women of the Centcom who carried out what was the extremely difficult mission."
