They can request a withdrawal for humanitarian goods, agricultural products, medical supplies, food, and then we will run a process through which those goods are contracted for. The Iranians don't even get to let the contracts. We'll make sure that the contracts are let with vendors that we know we can trust, and then that material will be delivered to the Iranian people. The Iranian regime does not get hands on this money.”
