KELLOG: “Yeah, you know, what we're looking at is pure intimidation. But they're attacking civilian targets. But that's just the way the Russians are doing it. And the frustration overall. And it's unfortunate. But we haven't come up with an end state on this thing, an end game, that we're pushing forward on it. And I think the United States is culpable. And what I mean by culpable, we're actually a proxy to this war. And we may not say that, and the President Biden may not say that, but we are.”
