KIRBY: "It's obviously concerning to see Iran and then Russia now team up on what looks like the sale of Iranian UAVs to Russia so that Russia can use those to cause more death, more destruction inside Ukraine. It's a sign of how isolated both nations are, that Iran refuses to condemn Russia's unprovoked aggression in Ukraine and is willing to help Russia now prosecute this war. But it's also a sign of the increasing desperation of Mr. Putin with his military capabilities, that he has to turn to Iran now, which does have a domestic production capability for UAVs to support his efforts inside Ukraine.”
