Are you aware of the impact that it had on the black community? Would you pass such legislation if it were to be introduced today?"
BIDEN: "Let me tell you, I've commented on it a hundred times. I'd been thoroughly -- and it was endorsed by -- let's get the context here. The crime rate was incredibly high. It did not put more people in jail, like it's argued."
