HIRONO: “Of course not. You have a president that even now there are reports that he wanted the army core of engineers to send a contract to somebody who was a big donor to Trump. That’s not how things work. As I say, when you use government resources and access for personal gain, that’s corruption. I would say with this administration, it starts at the top.”
