John Kirby, what affect does this kind of rhetoric have on America's allies?"
KIRBY: "It is not going to shock them. I think they expected Trump to be tough on defense spending in particular. What it does is convinces them that they cannot count on U.S. Leadership in the alliance and the U.S. Will pull back from commitments and forcing them to galvanize themselves to look at alternative ways to band together for their own common security."
