PANETTA: "Well, it would have obviously been very provocative to have suddenly started moving those families out would have sent a clear signal that the united States was threatening some kind of military action against North Korea and so I’m pleased that General Mattis, John Kelly, others hopefully made clear to the president that to take that kind of step at that point in time would have been extremely provocative and could have resulted, frankly, in even worse relationships between the united States and North Korea."
