ROVE: "I don’t think there was a strategy. You could tell when he was talking about infrastructure, but then you could tell when he got off the speech. It was a campaign speech. The president is stronger when he’s the president. He is weaker when he’s a presidential candidate. Talking about a more official appearance, more Republicans and fewer Democrats, it takes some of the shine off of him. He is more powerful when he says I want people in Congress working with me on my agenda for infrastructure and let the candidates make the political arguments. There were moments when he was clearly reading off of the speech and it was focused on infrastructure. And then the next moment, he would be veering off into something — not getting necessarily the response you get in a political campaign rally, from things that were political campaign and meter.
