BLACK: "I went to Congress for three things and I've now accomplished those three things; to do tax reform, to begin to address our debt and deficit spending, and attacking that although we have not done that to the degree I want to do, we've changed the culture in Washington with this last year’s budget, and then, also, to repeal and replace ObamaCare. All three of those things were done this year under this great president. The Senate didn’t follow through on all of those, but we were able to accomplish them. I’m very honored. And it's now time for me to turn the helm over to someone that can give this a lot of time and effort to continue what we began last year."
