LAFFER: "I think Susan Collins is one of the neatest people going. She is a character, she's wonderful and she's a great senator. I think she is very wrong on what she is asking for. She wants to get rid of the mandate, which is one huge tax on people who don’t want to do ACA and don’t want to become a member.
