Paul Ryan: If This Was a Tax Increase on the Middle-Income Taxpayers, We Wouldn’t Be Doing This

KING: "But Mr. Speaker, Gary Cohn had said that he can’t guarantee that the middle-class won’t see that their tax cuts go up. Can you make that guarantee?"
RYAN: "When we get the numbers which will be finalized in the matter of days, then we will be able to put the whole bill out. If this was a tax increase on the middle-income taxpayers, we wouldn’t be doing this. This is about lowering people’s taxes in the middle-class, simplifying the tax system and growing this economy."
