HALPERIN: "On North Korea, the long-term goal is to get rid of the weapons, their nuclear capability, their missile capability. In the short term, there are two other goals: one is to make this not U.S. versus North Korea but to make it more multilateral, and the President challenged the U.N., the world community to join the United States in trying to solve this and to deter an initial attack. I think some of this rhetoric that David and others have criticized, there's downsides to it, it's not presidential in some ways, but I think it is meant to deter and attack. And I think it may have that effect when the past three presidents have failed in feeling comfortable about where we stand. This president is shaking it up, doing it in a risky way but a different way."
