HAASS: “It’s what it has been for the last seven, eight months. Put forward a proposal where you try to freeze North Korean missile and nuclear weapons testing and we put on the table something we could live with, some combination of sanctions relief, perhaps some adjustment downwards in our military exercises. I think otherwise, we’re not going to solve this problem. At best, Joe, we’re going to have to live with it and manage it again where we will have to essentially avoid having the obvious cost of the war. We will have to live with exactly the risks you lay out.”
