Turley: Measures Like DACA Should Not Be Done By Presidential or Judicial Proclamation

TURLEY: "He did quote me correctly. I was very critical of unilateral decisions taken by President Obama, including immigration. The decision that he may, in my view was legislative in nature. He asked Congress for the DACA program and was unable to get it passed and then he took the option that really he does not have, which is to order the very same legislative results but through executive order. While we can debate the means, really the issue here is where does this issue ultimately belong? Belongs on the floor of Congress. We have to make this decision together. We shouldn’t have it by presidential or traditional proclamation. We should have a representative’s debate how it is, if we are going to protect these dreamers."
