HALPER: "If you asked anybody, the real solution, the only solution that you know would prevent North Korea from using nuclear weapons is to strike first. The problem is that nobody wants to do that because it would result in mass civilian casualties in North Korea and nobody wants to wipe out an entire nation because its leader is mad or is reckless or however you want to describe him. So obviously you want to try other means. But even President Trump I think in his tweet yesterday said North Koreans only understand one thing. He didn’t exactly say what that one thing is, but I think we can guess that he means it's military force."
