SUNUNU: "But I think the President, the White House, and the supporters of President Trump have to understand that Congress is moved by a combination of the stick and the carrot. And if Bannon is going to be part of the stick, that’s good, but the White House has to really step up and be a significant part of the carrot. And you do this by negotiating with people, by making adjustments to legislation, but you also do it by the inherent perks of the White House, talking to the president, visiting with the president, riding on Air Force One. All those tools that are available should be used and have to be used in a smart way."
