CARTER: “Under our system, under the American Health Care Act, what we did is we penalize them if they did not have coverage. They have to have a 30 percent penalty — “
MATTHEWS: “So that’s mandatory then?”
CARTER: “That’s a penalty they have to pay — “
MATTHEWS: “Then it is mandatory. Then you are making it mandatory.” 
CARTER: “We are not making it mandatory.” 
MATTHEWS: “You’ll just punish them if they don’t do it.”
CARTER: “They should be punished. You can’t buy fire insurance when your house is on fire. You shouldn’t be able to buy health insurance when all of a sudden you find out you have a problem.”
