BOLTON: "What is being proposed here is somewhat different. The sanctions would be directed against Chinese institutions, presumably upping the pressure on China to up the pressure on North Korea. I think it is doomed to fail for the same reason. 25 years prior efforts have failed because I think the underlying theory is wrong. I don’t think we can change the behavior of the North Korean regime. I think they are determined to get deliverable nuclear weapons and they are very, very close to it now. To put adequate pressure on China would mean putting a lot of pressure on China, and I don’t see that coming about and I don’t see it affecting Chinese behavior. I think if there needs to be a diplomatic resolution, it has to come another way."
