VELSHI: "So let's take a look at -- who the winners and losers are in this budget. Winners are the U.S. military although Senators Lindsey Graham and John McCain think there isn't enough money for the military in there, border security and law enforcement. So when you think about budgets as being guns or butter, this one is all about guns. The $500 million -- billion dollar increase to those parts of the budget. The losers here, Medicaid programs, something Donald Trump said he wouldn't touch, welfare programs going down, other non-defense spending."
