Biography
Judge Salvant was born in New Orleans, Louisiana on October 29, 1946, and was raised a short distance
away in the coastal community of Pass Christian, Mississippi. After graduating from Randolph High
School, he attended Southern University, Baton Rouge, Louisiana, and earned his undergraduate degree
in business administration in 1968.
Upon graduation from Southern, he enlisted in the United States Marine Corps. He attended Officer
Candidate School (O.C.S.) in Quantico, Virginia. Following graduation from O.C.S., Judge Salvant served
for three years as a Marine Officer and is a Vietnam Veteran.
Judge Salvant obtained his Juris Doctor Degree from the Southern University Law Center in 1974. He
began his legal career as an investigating attorney with the United States Securities & Exchange
Commission (SEC) in Fort Worth, Texas, in 1974. After three years with the SEC, he developed a
successful private practice in Tarrant County, Texas. His firm has handled several high profile cases
during his more than 30 years of legal service.
Governor George W. Bush appointed Judge Salvant to the bench in Tarrant County’s Criminal District
Court No. 2 on March 24, 1995. He was elected in 1996 and then re-elected in 2000 and 2004. In
addition to his elected duties, Judge Salvant for the previous seven-and-a-half years was the presiding
Judge of the Drug Rehabilitation Court (D.I.R.E.C.T.). This thirteen-month program offers non-violent
drug offenders a treatment regimen as an alternative to imprisonment.
Active in local, civic, and professional organizations, the judge is a member of the Texas and Louisiana
Bar Associations. In addition, he contributes to the legal community through his membership in the
College of the State Bar of Texas and the Eldon B. Mahon Chapter of American Inns of Court in Fort
Worth, where he serves as a Master. His bar affiliations include the Tarrant County Bar Association and
the NBA Judicial Council. He is a member of Kappa Alpha Psi Fraternity.
Judge Salvant’s political affiliations include membership with the Tarrant County Republican Party,
Arlington Republican Club, and the Frederick Douglass Republican Club. He was previously appointed
by Governor Bill Clements to the Council of Child Abuse and Neglect Prevention Board (Children’s Trust
Fund) and a Board Regent of Stephen F. Austin State University, Nacagdoches, Texas. He is a former
adjunct professor of business law at the University of Texas at Arlington.
Judge Salvant is married to the former Beverly Banks and is the father of four children and five
grandchildren.
