from all the ░░░░░░░░ branches of government The ░░░░░░░░ community defense department and ░░░░░░░░ stick around They re ░░░░░░░░ of considered the holdovers ░░░░░░░░ the civil servants and ░░░░░░░░ re supposed to create ░░░░░░░░ in government between changes ░░░░░░░░ president Is it fair ░░░░░░░░ point them as kind ░░░░░░░░ a moderating force a ░░░░░░░░ presence I think they ░░░░░░░░ be They they are centralizing ░░░░░░░░ help bring things together ░░░░░░░░ also have a unique ░░░░░░░░ to help shape policy ░░░░░░░░ during breakdowns in government ░░░░░░░░ They also have been ░░░░░░░░ when
