[Clip starts MCCRAW Again ░░░░░░░░ know the on scene ░░░░░░░░ considered it a barricaded ░░░░░░░░ and that there was ░░░░░░░░ and there were no ░░░░░░░░ children at risk Obviously ░░░░░░░░ you know based upon ░░░░░░░░ information we have there ░░░░░░░░ children in that classroom ░░░░░░░░ were at risk and ░░░░░░░░ was in fact still ░░░░░░░░ active shooter situation and ░░░░░░░░ a barricaded subject Clip ░░░░░░░░ KEILAR It would be ░░░░░░░░ unusual Phil for that ░░░░░░░░ scene commander to not ░░░░░░░░ getting information from dispatch ░░░░░░░░ these 911 calls That ░░░░░░░░ just regularly relayed information ░░░░░░░░ DoJ obviously needs to ░░░░░░░░ out what he was ░░░░░░░░ I assuming it was ░░░░░░░░ he maybe it was ░░░░░░░░ she but they need ░░░░░░░░ find out what the ░░░░░░░░ scene commander was learning ░░░░░░░░ MUDD Yeah I think ░░░░░░░░ are some fundamental questions ░░░░░░░░ look at here This ░░░░░░░░ not a criminal investigation ░░░░░░░░ Department of Justice will ░░░░░░░░ that s a separate ░░░░░░░░ but if you look ░░░░░░░░ some of the basic ░░░░░░░░ learned questions DoJ will ░░░░░░░░ you just mentioned one ░░░░░░░░ were talking about a ░░░░░░░░ ago and that is ░░░░░░░░ There s got to ░░░░░░░░ interviews obviously with the ░░░░░░░░ scene commander to say ░░░░░░░░ only how he was ░░░░░░░░ or she was communicating ░░░░░░░░ the command center but ░░░░░░░░ there are multiple command ░░░░░░░░ getting 911 calls and ░░░░░░░░ those were being coordinated ░░░░░░░░ of the really difficult ░░░░░░░░ here it sounds boring ░░░░░░░░ it s really difficult ░░░░░░░░ training We have this ░░░░░░░░ of shootings in this ░░░░░░░░ If you are dealing ░░░░░░░░ 17 000 police agencies ░░░░░░░░ of them have one ░░░░░░░░ three five officers how ░░░░░░░░ you train someone in ░░░░░░░░ department of that size ░░░░░░░░ can t just familiarize ░░░░░░░░ you have to train ░░░░░░░░ how do you train ░░░░░░░░ number of agencies to ░░░░░░░░ to an incident like ░░░░░░░░ and differentiate between someone ░░░░░░░░ is barricaded and when ░░░░░░░░ have a live shooter ░░░░░░░░ This is really more ░░░░░░░░ than it might have ░░░░░░░░ at the outset last ░░░░░░░░ Brianna AVLON But Phil ░░░░░░░░ take people through how ░░░░░░░░ expect this DoJ investigation ░░░░░░░░ play out because folks ░░░░░░░░ be expecting some accountability ░░░░░░░░ that a misplaced hope ░░░░░░░░ I don t think ░░░░░░░░ s a misplaced hope ░░░░░░░░ that would not be ░░░░░░░░ primary responsibility of the ░░░░░░░░ Let s look at ░░░░░░░░ channels the DoJ will ░░░░░░░░ in and this will ░░░░░░░░ months You re talking ░░░░░░░░ a report that easily ░░░░░░░░ hit 500 pages You ░░░░░░░░ got to look at ░░░░░░░░ basics Those communications we ░░░░░░░░ talking about with command ░░░░░░░░ things like video from ░░░░░░░░ school but think about ░░░░░░░░ the interviews with the ░░░░░░░░ on scene and the ░░░░░░░░ especially in those witnesses ░░░░░░░░ cellphone cameras All those ░░░░░░░░ they re going to ░░░░░░░░ unreliable They will say ░░░░░░░░ things so the investigators ░░░░░░░░ to spend months sorting ░░░░░░░░ why person A said ░░░░░░░░ and person B said ░░░░░░░░ fundamentally different about the ░░░░░░░░ incident You have to ░░░░░░░░ back and say OK ░░░░░░░░ did we learn from ░░░░░░░░ Then there is a ░░░░░░░░ secondary question that says ░░░░░░░░ what we learned and ░░░░░░░░ we heard are there ░░░░░░░░ there who didn t ░░░░░░░░ the right thing And ░░░░░░░░ s going to be ░░░░░░░░ think one of the ░░░░░░░░ painful parts of this ░░░░░░░░ Why is it a ░░░░░░░░ call Phil if you ░░░░░░░░ children calling 911 saying ░░░░░░░░ are people who have ░░░░░░░░ shot but there s ░░░░░░░░ people who are alive ░░░░░░░░ at risk and you ░░░░░░░░ an on scene commander ░░░░░░░░ this is a barricaded ░░░░░░░░ situation MUDD Well let ░░░░░░░░ not make an assumption ░░░░░░░░ I would not assume ░░░░░░░░ this is part of ░░░░░░░░ DoJ investigation that all ░░░░░░░░ information the call center ░░░░░░░░ getting was relayed back ░░░░░░░░ OK MUDD to commander ░░░░░░░░ scene I would not ░░░░░░░░ that the people on ░░░░░░░░ knew everything that was ░░░░░░░░ on in the room ░░░░░░░░ s what I would ░░░░░░░░ KEILAR Would that be ░░░░░░░░ though for them to ░░░░░░░░ have had that information ░░░░░░░░ I mean obviously that ░░░░░░░░ be a missing Link ░░░░░░░░ MUDD It would be ░░░░░░░░ but to learn that ░░░░░░░░ was garbled and that ░░░░░░░░ on the scene were ░░░░░░░░ to figure out what ░░░░░░░░ do in a situation ░░░░░░░░ didn t fully understand ░░░░░░░░ would not surprise me ░░░░░░░░ the least 17 000 ░░░░░░░░ agencies and we expect ░░░░░░░░ communication among them I ░░░░░░░░ t think so AVLON ░░░░░░░░ at a crime scene ░░░░░░░░ a given but you ░░░░░░░░ have kids being killed ░░░░░░░░ classrooms while more than ░░░░░░░░ dozen officers waited outside ░░░░░░░░ what is MUDD Yeah ░░░░░░░░ apparently 75 minutes Phil ░░░░░░░░ thank you very much ░░░░░░░░ Thank you.”
